NACIS code: 237130 - Power and Communication Line and Related Structures Construction Magnitude of Construction: "$1M to $5M" Solicitation #: W912BU-22-XXXX Procurement Type: Sources Sought Title: TYAD AN/TPS 80 Test Range Primary Point of Contact: Baisy Lanzo Contract Specialist: Baisy.Lanzo@usace.army.mil Phone: (215) 656-6895 The purpose of this Statement of Work (SOW) is for a design-build contract to install and make operational an AN/TPS-80 Radar Test Site on Powder Smoke Ridge (PSR) at Tobyhanna Army Depot, Tobyhanna, PA, such that an AN/TPS-80 radar being tested at this site will receive the Radar Target Generator (RTG) radio frequency (RF) signals from a tower mounted antenna at the BLDG 49A RF Source Tower Site. The separation distance between the PSR AN/TPS-80 Radar Test Site and the existing BLDG 49A 330 ft. AGL RF Source Tower is approximately 4,532 ft. line of sight (LOS). A Secondary Radar Range (SRR) that requires a direct Radio Frequency (RF) transmission line connection between the AN/TPS-80 Radar System and the RF signal transmitting appurtenance(s) on the SRR tower will be developed and positioned such that the AN/TPS-80 System Under Test can pivot between Far Field Range (FFR) and the SRR. The SRR will have a length of approximately 725 ft. The AN/TPS-80 and RTG are monitored and controlled within a Communications Control Shelter to ensure that the remote test equipment and radar are configured correctly and easily changed to accommodate radar calibration testing. This SOW describes the objectives and requirements that are necessary for the facilitation of a AN/TPS-80 Radar Test Site, FFR and 330 ft. RF Source Tower Equipment, SRR and Low-profile Target Tower, Communications Control Shelter and Pad, local communications RF and fiber links supporting the flow, storage, processing and analysis of collected radar data. Core requirements of the SOW shall include but, not be limited to the design, installation and construction of the following: AN/TPS-80 Radar Test Site including: Construction of new 250 ft. tower 725 ft. away from the pad (SRR) Construction of a new concrete pad Construction of a new control building and install new underground utilities to structure 2. Installation of equipment on the Existing FFR and 330 ft. RF Source Tower 3. SRR and Low-profile Target Tower 4. Communication Control Shelter and Pad 5. RF Communication Connectivity 6.
