This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a formal written solicitation will be included as part of this submission. This office will not accept any telephonic, written, or faxed requests for a copy of the solicitation. b. The Solicitation Number for this acquisition is W912BU-22-R-0028 and a separate attachment (SF1449) is issued as a Request for Proposals (RFP). c. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-94, effective 26 Jan 2021. d. This requirement is being solicited as 100% Small Business Set-Aside under North American Industry Classification System (NAICS) code 561720 (Janitorial Services) with a size standard of $18,000,000.00. e. The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm-fixed price contract for Blue Marsh Lake Janitorial Services (commercial services). The work is to be performed at the Blue Marsh Lake facilities located in Leesport, Pennsylvania. This procurement will be awarded for a base year (12 months) and contain four (4), one (1) year options, for a total of five (5) years. Period of performance for the base year is 15 April 2022 through 14 April 2023. Award will be made on the basis of best value, Lowest Price Technically Acceptable. The three evaluation factors that will be used in determining the most beneficial proposal to the government are: Technical Capability, Past Performance, and Price. To receive consideration for award, a rating of no less than "Acceptable" must be achieved for the past performance and experience factors. Tradeoffs are not permitted. Proposals are evaluated for acceptability, but are not ranked using the non-cost/price factors. Price will be rated for fair and reasonableness. Price and Past Performance will be evaluated in accordance with in DFARS 213.106-2(b)(i)(B)&(C). Past Performance history shall be evaluated for each supplier’s past performance history in the Past Performance Information Retrieval System (PPIRS). Special attention will be given to the FSC and PSC of the supplies being purchased. Award will be made to the supplier whose quote represents the best values to the Government quoting the lowest price and that has anything other than an “Unsatisfactory” rating in PPIRS. Service Contract Act Wage Determination No. WD 15-4237 (Rev.-20) is applicable to this procurement. f. FAR Provisions and Clauses applicable to this acquisition are provided on an attached SF1449 and are incorporated in their entirety. Each offer is required to fill out and sign the SF1449 and return a signed copy along with their proposal by the closing date and time listed. g.
