CONTRACT INFORMATION: This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATIONS, OR BIDS. NO SOLICITATION IS CURRENTLY AVAILABLE. A market survey is being conducted to determine if there are adequate small businesses which can perform the work described within this Sources Sought. The Philadelphia District of the U.S. Army Corps of Engineers (USACE) intends to issue a Multi-Award Task Order Contract (MATOC) for Architectural and General Engineering Services for Microgrid Design and associated Engineering Services. A minimum of three (3) contracts will be awarded and the MATOC will have a maximum capacity of $10,000,000. The MATOC will be for a five-year duration unless the total of the awarded task orders reach $10,000,000 sooner. The Philadelphia District requires assistance in design and engineering services associated with microgrid projects for the U.S. Government organizations and agencies located in the Continental United States (CONUS), Alaska and Hawaii. Services will include, but not be limited to, items such as data collection and verification of as built drawings and other infrastructure and assets, design and engineering, and work associated with design such as system modeling and reporting, and commissioning and testing services. II. PROJECT INFORMATION: The selected firms will be used primarily for Architectural and General Engineering type services for Microgrid Design and associated Engineering Services. The Department of Defense (DoD) requires installations to be more energy resilient and microgrids are being pursued to meet those energy resiliency goals. Energy resilience, as defined by DOD Instruction 4170.11, Installation Energy Management, is defined as “the ability to prepare for and recover from energy disruptions that impact mission assurance on military installations.” As defined by the Microgrid Exchange Group (MEG), “A microgrid is a group of interconnected loads and distributed energy resources within clearly defined electrical boundaries that acts as a single controllable entity with respect to the grid. A microgrid can connect and disconnect from the grid to enable it to operate in both grid-connected or island-mode.” The work under this contract will primarily be in support of Military Installations, Civil Works, and the Work for Others Program. Work will be within the continental United States (CONUS), Alaska and Hawaii. Primary work under this contract will involve but not be limited to: inspection and condition assessment surveys of existing sites, verification of existing reference materials, verification of existing conditions, data collection of energy usage, assets, and infrastructure, consulting and coordinating with stakeholders to define priority missions and loads, risk identification and assessment, concept development, engineering and design, Computer Aided Design and Drafting (CADD), cost estimating and life cycle cost analysis, system modeling and studies, technical specification preparation, testing, participation in the commissioning of, and report writing, all related to the design of microgrids. Secondary work will involve but not be limited to: the design, construction, renovation and/or alteration to institutional, industrial, commercial, residential, and recreational type facilities and repair and maintenance to institutional, industrial, commercial, residential, and recreational type facilities. Types of related work including but not limited to highway, other paved surfaces, utility systems, site work, and Energy Resiliency Conservation and Improvement Projects (ERCIP) may be a part of both the primary and secondary work. Both primary and secondary work shall include design and construction support to include the following professional disciplines: architects, civil, structural, mechanical, electrical, plumbing, fire protection, and geotechnical engineers, interior designers, landscape architects, and specification writers. LEED Accredited Professional(s) are required in addition to Licensed Professional Engineers and Registered Architects. The following Tertiary work and Related work will only be performed as needed to complete the work related to Microgrids and ERCIP efforts. Tertiary work will include but not be limited to: preparation of concept, preliminary and detailed designs for the removal, remediation, abatement and restoration of environmental hazards including soil and groundwater, lead paint, asbestos, PCB's, and other contaminated wastes. Professional qualifications for the third level of work shall include but not be limited to: environmental engineers/environmental scientists, certified industrial hygienists, geologists, hydrologists/hydraulic engineers. Related work will include historical preservation, economic and life cycle cost analysis, planning, site investigations, design analysis, claims analysis, schedule preparation, surveying, studies, reports, and expert witness efforts. In addition to professional disciplines previously listed, surveyors, specification writers, cost estimators, and CADD/BIM (Building Information Modeling) technicians shall be included for all levels of work as required. Responding firms shall: (1) Submit experience with above work (no more than 5 pages). Experience should also demonstrate ability to perform work across the CONUS. (2) Answers to the follow questions on a yes or no basis: Experience with: Automated Document Review and Checking System (Dr. Checks) USACE M-CACES 2nd Generation (MII) cost estimating system National Aeronautics and Space Administration (NASA) SpecsIntact Software to prepare USACE project technical specifications The production of drawings and graphic data using CADD software by Autodesk® and/or Bentley® The production of drawings and graphic data using CADD BIM software by Autodesk® and/or Bentley® The Tri-Service spatial Data Standards. Unified Facilities Criteria (UFC) documents which provide planning, design, construction, sustainment, restoration, and modernization criteria, and apply to the Military Departments, the Defense Agencies, and the DoD Field Activities USACE, Air Force, Navy, and Army regulations Various codes and standards: National Fire Protection Agency, International Building Codes, State and Local Codes, Environmental Protection Agency requirements. Codes and standards shall be those enforced at the time of Task Order award. Following award of the MATOC, the actual scope of work to be performed will be defined in detail under each individual Task Order. Task Orders will be negotiated and issued as firm fixed price under the terms and conditions of the MATOC. The Government is under no obligation to issue any particular number or type of orders. If no task orders are issued, the contractors will be entitled to the minimum obligation. Labor rates for each discipline, overhead rates, and escalation factors for each calendar year will be negotiated in the basic contract with negotiated escalation factors applied to the future years of the contracts. The MATOC duration will have a period of five years. The maximum task order is not expected to exceed $1,000,000.00. The total for the contract shall not exceed $10,000,000.00. The NAICS code is 541330 and the size standard is $16.5 million. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. Contractor may add narrative statements which should include size and classification of your firm, details of similar projects, completion dates, references, and contract amounts. Narratives shall be no longer than five (5) pages and submitted in Portable Document Format (PDF).
