Section 35 20 23 , paragraph 3.9.6.1 states that "All costs in connection therewith, including mobilization and demobilization of the dredge and attendant plant, shall be included in the contract unit price for the Option Bid Item titled "Mechanical Dredge with Operating Personnel and Attendant Plant" (emphasis mine). The Unit price for this item is CLIN 9, the daily dredge rate. Amendment 0002 created a MOB and DEMOB CLIN for Option 3, Mechanical Dredging. It is unclear whether the contractor should include his MOB and DEMOB in the Unit price (CLIN 9) or CLIN 8. Would you please clarify? Answer: The intent of the amendment adding the mobilization/demobilization was to pay the contractor to initially mobilize the floating plant to the Delaware River. In other words, one mobilization (and payment) to the Del River (on station to begin removal of obstructions) and one demobilization ( and payment off station after all obstructions have been removed). 2. If Option 3 is awarded, can the Contracting Officer MOB and DEMOBILIZE multiple times? If so, please confirm that MOB and DEMOB will be paid for each event. Answer: Once the floating plant is on station in the Delaware River, all mobilization/demobilization to and from each individual obstruction removal location will be paid using the daily dredge rate in CLIN 9. ******************************************************* Clarification for Bidders: Section 01 35 50 Paragraph 1.2.1 states that "No separate payment for diving work will be made." To clarify; No separate payment for diving work will be made on the Base Bid, Option 1, and/or Option 2. It will be made on Option 3 as required and shown on the bid schedule. This proposed procurement is a Full and Open Competition (Unrestricted). Project Description: Maintenance Dredging Delaware River, Philadelphia to the Sea The proposed procurement is unrestricted, NAICS 237990 with a magnitude of construction of more than $10,000,000.00. Description of Work: Contract work will consist of maintenance dredging of the Delaware River, Philadelphia to the Sea. All dredging will be performed to the specified required depth plus 1' allowable over depth. The Maintenance dredging shall be performed as contour dredging. The contract will provide for dredging up to 25' outside the channel edge in the Delaware River. Dredging work assignment station to station Marcus Hook 117+000 to 129+000 available to 46' (650,000cy) available to 47'(800,000cy). New Castle 225+000 to 237+500 to 46' (575,000cy) and 47' (700,000cy). Deepwater Point 187+000 to 200+ 000 to 46' (800,000cy) to 47' (1,000,000cy). Base Bid Totals 2,125,000cy and 2,650,000cy. Pedricktown South and Killcohook Area #2 will be the available disposal areas for this contract. Option 1 Christiana River: dredging will be performed to the specified required depth plus 1' allowable over depth. 38'(120,000cy) to 39'(170,000cy) Option 2 Bellevue/Cherry Island: dredging will be performed to the specified required depth plus 1' allowable over depth. 46'(150,000cy) to 47'(200,000cy) Option 3 to remove obstructions from the Delaware River This solicitation will not be issued in paper.
