The U.S. Army Corps of Engineers, Philadelphia District, intends to initiate an Invitation for Bid (IFB) for the procurement of a specialty steel barge to be delivered to the USACE Vicksburg District in Vicksburg, Mississippi. The specialty steel barge will be used as the primary component of the Mat Sinking Unit (MSU) and will utilize a crane based robotic system in support of its revetment efforts under the Mississippi River and Tributaries (MR&T) Program. Revetment is armoring the bank slopes and bottom of the channel with articulated concrete mattress (ACM) to withstand the strong river currents. The crane based robotics system will be provided to the Contractor as Government Furnished Equipment (GFE) to be mounted on the barge while at the shipyard. A contract level design for the barge will be provided as part of the forthcoming solicitation. The principal characteristics of the barge are the following: • ABS Class • 188'x74'x10' • Sloping overdeck superstructure • Raked both ends • One side raked • 41' Tall gantry structure along the entire length of the barge • Onboard electrical system • Onboard hydraulic system NOTE: A Government Furnished robotics package will be supplied for the barge through a third party integrator. The building yard will be responsible for assisting the integrator in installation of the robotics. The contractor will be responsible for obtaining insurance for the GFE robotics package (range estimated $25M-$100M). Delivery and final acceptance will be at USACE Vicksburg, Mississippi. Delivery schedule will be determined at the issuance of the solicitation. The NAICS code is 336611 and the size standard is 1250 employees. This procurement is 100% set-aside for small business. A bid guarantee and performance and payment bonds will be required; warranty of supplies/services and liquidated damages will apply. The acquisition will be procured using the procedures listed in FAR part 14. The Invitation for Bid Number (IFB) W912BU-19-B-0012 is intended to be available on or about 24 June 2019 with a bid opening date of approximately 8 August 2019. The bid opening is anticipated to be in Philadelphia, PA. Hard copies will not be available and written or fax requests will not be accepted. The official media of distribution for this IFB is the web. Contractors may download the IFB (including any drawings) and any amendments via the Federal Business Opportunities (FedBizOpps) web site at www.fbo.gov, on or after the issue date. It is the bidder's responsibility to monitor the FedBizOpps web site for any amendments. Interested firms must register at FedBizOpps in order to access the solicitation.
