This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. Description of Work: Contract work consists of a base bid to place approximately 500,000 cubic yards of beachfill, along the Atlantic Ocean coastline in the Borough of Avalon, Cape May County, New Jersey. The project area encompasses approximately 6,300 feet along the oceanfront of Avalon Borough. The contract work may also consist of up to 3 separate options to place additional amounts of beachfill per option, if awarded, in locations within and outside of the Base bid areas. Options 1, 2, and 3, if awarded, will be for quantities of 250,000, 125,000, and 50,000 cubic yards, respectively. The project work for the Base Bid and Options, if awarded, also may include, in addition to beachfill: the construction or repair of pedestrian, vehicle, and handicap dune crossovers; planting dune grass; and installing sand fencing. The beachfill material for this contract must come from the authorized borrow area, which are shown on the contract drawings, located in Townsends Inlet. Solicitation Number W912BU-19-B-0007 will be issued on or about 25 July 2019 with bid opening date occurring at least 30 days after the Solicitation. The period of performance is 150 calendar days for the Base and Options. Estimated cost range of the project is $5,000,000.00 to $10,000,000 including options. A Market Survey is being conducted to determine if there are adequate HUBZone, 8(a), Service Disabled Veteran Owned, and Small Business contractors for the following proposed work. The Army Corps of Engineers, Philadelphia District, is interested in awarding one (1) Firm Fixed Price Contract for Beach Nourishment, Townsends Inlet to Cape May Inlet, Cape May County, New Jersey. The work consists of a base bid to place approximately 500,000 cubic yards of beachfill along the Atlantic Ocean coastline in the Borough of Avalon, Cape May County, New Jersey. This contract requires open ocean dredging and hydraulic placement of beachfill. The project area is entirely within the municipality of Avalon. The contract work may also consist of up to 3 separate options to place additional amounts of beachfill per option, if awarded, in locations within and outside of the Base bid areas. Options 1, 2, and 3, if awarded, will be for quantities of 250,000, 125,000, and 50,000 cubic yards, respectively. The project work for the Base Bid and Options, if awarded, also may include, in addition to beachfill: the construction or repair of pedestrian, vehicle, and handicap dune crossovers; planting dune grass; and installing sand fencing. The only approved borrow area for the beachfill material is located within Townsends Inlet. Estimated cost range of the project is $5,000,000.00 to $10,000,000.00. The period of performance is 160 calendar days for the Base and Options. An Award for the Contract is anticipated for August 2019 with a Notice to Proceed issued after August 15 due to environmental windows. Performance and Payment Bonds will be required for 100% of contract award. The NAICS Code for this project is 237990 and the small business size standard is $36.5 Million. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. All interested HUBZone, 8(a), Service Disabled Veteran Owned, Small Business contractors should submit a narrative demonstrating their experience in the specified work, as well as, their technical capabilities. Please include size/classification of your firm, bonding capacity (single project and aggregate), details of similar projects, completion dates, references and contract amount.
