The contractor will conduct pre-placement condition surveys and pump/place approximately 24,000 CY of sand from a borrow area in the Delaware River (Reedy Island Range), which is up to 5 miles south of the sand placement area, a 9,500 foot stretch of shoreline known as Oakwood Beach in Elsinboro Township, Salem County, New Jersey. The sand will be placed on the beach in an engineered template with specific dimensions. The goal is to restore the design beach to 50 feet wide at Elevation +6.0 feet NAVD88. Three (3) quantity options (5,000 CY, 10,000 CY and 15,000 CY) will be included to place more sand depending on bid prices received and sand need. Sand must come from the offshore borrow area. Trucking in sand will not be permitted under this contract. Contractor must use screening devices on both the dredge intake in the borrow area and the pipe discharge on the beach to prevent munitions and explosives of concern (MEC) from making it on to the beach. Three (3) quantity options (5,000 CY, 10,000 CY and 15,000 CY) will be included to place more sand depending on bid prices received and sand need. Sand must come from the offshore borrow area. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed-price contract utilizing the Source Selection Tradeoff process. The scope of work for this Solicitation will consist of rock removal from the Delaware River Channel, specifically within Bellevue and Marcus Hook Ranges. Blasting will not be permitted and the proposal evaluation factors will be: 1) Completion Schedule; 2) Workplan/Equipment list; 3) Experience; 4) Past Performance; and, 5) Price. There are four (4) rock outcrop locations that will be required to be removed. These outcrop areas will require all rock to be removed to a depth of 47ft MLLW. They are located in Bellevue and Marcus Hook Ranges where a mechanical dredge can be used with other floating plant operations as necessary. These four (4) outcrop locations are known as Bellevue 4 (44.7 MLLW), Marcus Hook 12 (44.9 MLLW), Marcus Hook 33 (45.1 MLLW) and Marcus Hook 38 (44.7 MLLW). Each of these rock outcrops are surrounded by an 47ft MLLW contour. The contract will require the entire area (within the 47ft contour) be dredged to 47ft MLLW before being accepted. The estimated area of the 47ft contour surrounding each outcrop varies in size from approximately 21 square feet to 117 square feet for a total area of approximately 221 square feet. Each area will be bid out as a separate standalone lump sum bid item. The dredging operation for an individual area will be accepted when entire area within the 47ft MLLW contour is dredged to 47ft MLLW as surveyed by USACE. Disposal is proposed for open water placement at the Delaware River Artificial Reef locations. The construction period of performance will begin following the environmental prohibition on work between March 15 and July 1. The construction period of performance will have a completion date of 31 December 2022. Estimated cost range of the project is $5,000,000 to $10,000,000.

The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed contract that consists of surveying, pumping and placing approximately 491,000 cubic yards of sand within the vicinity of the Cape May Inlet and Lower Township area. This project includes Options. The project is located on the Atlantic coast of New Jersey, extending from the Cape May Inlet southwest jetty to the 3rd Ave terminal groin in Cape May City. It includes the communities of the City of Cape May and Lower Township, and the US Coast Guard Training Center. The contract work will consist of a base bid to conduct pre-placement condition surveys and place/ pump approximately 491,000 cubic yards of sand from a borrow area approximately 2.6 miles south of the Cape May Inlet jetties onto the beach at 2 locations: Area 1, the U.S. Coast Guard Training Center (approx 450,000 CY) and Area 2, Wilmington Avenue (approx 41,000 CY). Options to place additional sand from the same borrow area to achieve the full project design template at these same two beach locations will be included. The options will be as follows: 1 option for 100,000 CY (Area 1), 3 options for 50,000 CY each (Area 1) and 1 option for 10,000 CY (Area 2). Sand must come from the offshore borrow area.
