The U. S. Army Corps of Engineers, St. Louis District, is seeking a firm to rehabilitating manholes with Cure-in-Place Manhole (CIPM) method. Work consists of concrete and asphalt pavement around manholes will be removed and if damaged or to the minimal extent possible to complete rehabilitation work. Pressure rated frame and lids will be replaced. Manholes will be cleaned and prepped before liner is placed. The liner will be lowered into the manhole and then, using heat and pressurization, the liner will be cured in place. Manholes that were damaged from high pressures will have the existing risers replaced in addition to CIPM lining. Pavement, gravel, and landscape surrounding manholes will be restored to existing conditions after rehabilitation work is completed. Solicitation Number: W912P9-21-R-0005 is a Request for Proposal (RFP) Solicitation. There will be no public bid opening. This solicitation is Unrestricted. The NAICS code for the work is 237990. The SBA size standard is $39.5 Million. The magnitude of this project is between $1,000,000.00 and $5,000,000.00. The only authorized transmission method for proposals in response to the solicitation will be through the DOD secure safe access file exchange (safe) website at: https://safe.apps.mil. Electronic copies are not permitted. The closing date and time for submission of offers will be contained in the solicitation package. The solicitation is expected to be issued on or about 28 April 2021. This solicitation package will be posted on beta.SAM.gov, which can be accessed at https://beta.sam.gov. The Government will not provide paper copies of the solicitation or the Interested Vendors List (IVL). Telephone, written, facsimile, or e-mail requests for the solicitation package or the IVL list will not be honored. Potential offerors MUST register at www.sam.gov in order to receive notifications and/or changes to the solicitation. Be advised that all interest parties MUST be registered in the System for Award Management (SAM) Database, www.sam.gov in order to receive a contract award. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
