This effort will modernize and automate the measurement of operational effectiveness for software development projects, service contracts, and Program Management Office (PMO) operations to support the modernization of the National Background Investigation Services (NBIS). NBIS is the federal government’s comprehensive IT system for end-to-end personnel vetting, serving over 100 federal agencies for adjudicative decisions related to credentialing, national security, and suitability determinations. The modernization will leverage artificial intelligence (AI) to streamline the collection and analysis of productivity metrics, labor costs, cloud operations, and other performance indicators. It aims to deliver three key outcomes: 1) unified, real-time visibility into program performance, 2) normalized and objective data to inform decision-making, and 3) stronger governance and precise control of operations. These improvements address weaknesses previously identified in Government Accountability Office (GAO) and Congressional reports. By automating software development telemetry, including CI/CD pipeline health, cloud spend, and incident rates, this effort will enable leadership to consistently compare team performance, identify bottlenecks, and make evidence-based adjustments to staffing, priorities, and budgets. This initiative supports NBIS’s agile-first strategy and ensures the program’s recovery and delivery of critical Trusted Workforce 2.0 goals in the coming years.
