This pre-solicitation notice states that the Government is not currently accepting responses and that this is not a solicitation; on or about 1 September 2026, it intends to issue an A-E solicitation for SCIFs and HEMP shielding. The requirement is an unrestricted IDIQ MATOC with a $150M shared capacity, a targeted pool of four contractors, and a seven-year term consisting of a five-year base plus a two-year option under NAICS 541330. Work will primarily support the USACE Omaha District, though it may be used by other USACE districts and may cover locations worldwide. The scope includes design/construction documents, design-build RFPs, concept and schematic design, planning, programming, site investigations, space planning, interior design, cost estimating, commissioning, and construction-phase support services. Interested parties must register in SAM, access solicitation documents and amendments via SAM.gov, and responsible sources may submit an SF330 when appropriate.

The government intends to award a target of four indefinite-delivery contracts under a pre-solicitation notice; proposals are not being accepted at this time. Each contract would include a five-year base performance period, a two-year option period, and a possible six-month extension under Clause 52.217-8. The contracts would share total capacity of $150,000,000, with a $2,500 minimum guarantee. Task order maximums would be limited to the remaining shared contract capacity at the time of issuance.
