Lower Brule North Element 2 includes a 100-foot-wide riparian planting bench, a gravel maintenance path along the full reach, riprap revetment to protect the shoreline and island from erosion, and construction of a 200-by-1,500-foot island in water up to three feet deep. The sheltered open water between the island and shoreline is expected to develop into about 5.17 acres of emergent wetland and create roughly 32 acres of riparian habitat. Related tasks include earth moving, grading, bank shaping, rock installation, water management, fill, and topsoil placement.

The Government plans to issue an IFB on or about October 23, 2026, for Lower Brule North Shoreline Stabilization and Ecosystem Restoration, Element 2, as a 100% Small Business Set-Aside under NAICS 237990 with a $45M size standard; a site visit is scheduled for November 3, 2026. Work includes a 100-foot-wide riparian planting bench, a gravel maintenance path, and a 200-by-1,500-foot island in water up to three feet deep, with cottonwood and culturally significant plantings, riprap revetment, and expected creation of about 5.17 acres of emergent wetland and 32 acres of riparian habitat. Estimated construction cost is between $10,000,000 and $25,000,000, and performance and payment bonds will be required. The contractor must commence upon award and complete the work within 550 days after Notice to Proceed, subject to change after IFB issuance.
