Pre-Solicitation Notice W9128F25RA050 PROJECT TITLE Garrison Dam Spillway – Stoplog Seal Modification On or about 17 June 2025, this office will issue Request for Proposal (RFP) for the Garrison Dam Spillway – Stoplog Seal Modification in Riverdale, ND. The solicitation will close on or about 15 July 2025. This solicitation is 100% Set-Aside for Small Business. Site Visit: Site visit information will be issued with the solicitation. Project Description: This requirement is for modifying up to eight (8) of the 18 stoplogs fabricated in 2016. Modification will include hauling stoplogs from the Garrison Project’s crest structure where they are currently stored to an approved steel fabrication shop for measurement, minor weld modifications, milling, partial painting, and installation of new seals and springs. The stoplogs will then be hauled back to Garrison Dam and placed into the monolith bay by the contractor. The Garrison project office staff will deploy the stoplogs to test the sealing ability of the modified stoplogs. DO NOT submit requests for plans and specifications. See ‘Obtaining Solicitation Documents’ below. Completion Date: The contractor will be required to commence work within 10 days after Notice to Proceed (NTP) and complete the work in within 300 calendar days after receipt of NTP. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and Payment Bonds will be required. Estimated Construction Costs: The estimated construction cost of this project is between $1,000,000 and $5,000,000 NAICS Code: The Primary North American Industry Classification System (NAICS) code anticipated for solicitation is (237990, Other Heavy and Civil Engineering Construction), with a size standard for Small Business of ($45M). All contractors must be registered and have an active and verified account in the System for Award Management (SAM) in order to receive a contract award from any DoD activity.
