Amendment 001 revised the Offer Due Date to 17 October 2025, CT, as shown in the attached file labeled AMEND001. This contract is being procured in accordance with the Brooks Architect-Engineer (A-E) Act as implemented in FAR Subpart 36.6 and EP 715-1-7 Architect-Engineer Contracting in USACE. This acquisition will be used to procure highly specialized services required to provide A-E services in support of the preparation of studies, analysis, and design services for Military and Civil projects within the United States Army Corps of Engineers (USACE) Northwestern Division (NWD). The Government intends to award a target of five (5) Indefinite Delivery Contracts, with a five-year ordering period (5-year base with NO option period) and $40,000,000 in shared capacity. There will be a $2,500 minimum guarantee, and task order maximums will be limited to the amount of available remaining contract capacity. Work will be issued by negotiated firm-fixed price task orders. The Government anticipates that future task orders will range from $150,000 to $7,000,000. When the Government awards a task order under this MATOC, the Contracting Officer will notify all A-E firms within the MATOC pool of the task order requirement. The Task Order Requirement Notice (TORN) will include a short summary of the scope of work and may include a Request for Supplemental Information tailored to the specific task order requirement. The most current Task Order Requirement Notice (TORN) procedures will be followed for selection of firms identified as most highly qualified for that task order. North American Industrial Classification System code is 541330, which has a size standard of $25,500,000 in annual average gross receipts over the past three years. Competition for this procurement is restricted to Small Business interests.

On or about 2 September 2025, the Government intends to issue a synopsis for a Small Business Military and Civil Architect-Engineering (A-E) Design Services Multiple Award Task Order Contract (MATOC) ... On or about 2 September 2025, the Government intends to issue a synopsis for a Small Business Military and Civil Architect-Engineering (A-E) Design Services Multiple Award Task Order Contract (MATOC) with a target of five (5) firm fixed price Indefinite Delivery Contracts (IDCs) awards for a total of $40,000,000 in shared capacity. These Architect-Engineering (A-E) Services are for preparations of studies, analysis, and design services for Military and Civil projects within the USACE Northwestern Division (NWD) under NAICS 541330. The Government will limit task orders under this MATOC to firm fixed price (FFP). This MATOC will have a five (5) year performance period (one 5-year base period, and (O) option period). These IDCs will include projects for various types of horizontal and vertical facilities, structures, and sites, on military bases and other federal installations, as well as civil projects for the Corps of Engineers. Examples of military projects may include barracks, hangars, utilities, battalion headquarters buildings, access control points, religious facilities, brigade and company operations facilities, officer quarters, and various others. These projects may include new construction, renovation, or maintenance of facilities. Each task order to be issued will fully describe the design project or the accomplished studies and will identify all work to be accomplished.
