On or about 19 May 2025, this office will issue Request for Quote (RFQ) for Crane Rental Services at Garrison Dam, North Dakota The solicitation will close on or about 22 May 2025. This solicitation is Unrestricted competition Project Description: The contractor shall provide a crane capable of lifting, placing, and removing a 24,000 lb. Geoprobe 3230 track mounted drill rig into and out of the Garrison Spillway. In addition, the crane shall be used to place all drilling and support equipment (less than 24,000 lbs) onto the spillway. Delivery is planned for June 2, 2025. One crane mobilization and one demobilization shall be required to 1) place the drill rig into the spillway and 2) remove the drill rig from the spillway at project completion. The duration of work required to place the drill rig is assumed to be 1 day or less. The duration of work required to remove the drill rig is assumed to be 1 day or less. Contractor shall submit details on crane needed to perform lift. The crane shall be capable of supporting a load of 24,000 lbs. and have a relatively long reach. The crane required including all details shall be justified in the quote submitted. The following requirements are involved in the determination of the appropriate crane for the lift: a. Crane shall be a minimum of 30 feet from spillway wall. b. Top of spillway wall to floor of spillway is approximately 25 feet. c. Deer fence on the spillway wall that is 10 feet tall above ground surface. Period of Performance: 2 June 2025 – 30 July 2025 NAICS Code: The Primary North American Industry Classification System (NAICS) code anticipated for solicitation is 238990 – All Other Specialty Trade Contractors (Crane Rental with Operator), with a size standard for Small Business of $19M. All contractors must be registered and have an active and verified account in the System for Award Management (SAM) in order to receive a contract award from any DoD activity.
