The software tool has been in development and in use since the 1970s. Originally developed and managed at the Construction Engineering Research Laboratory (CERL), the program’s maintenance and update migrated to the TSC in 2011. The program enables the pavements community in the Army, Air Force, and Navy to manage their pavement networks more effectively, substantially lengthening the service life of pavements and avoiding capital reconstruction cost of failed pavements. 6/5/2024 Update: A redacted version of the Justification and Approval has been added to the Attachments tab in this posting.
