The objective of this effort will include implementation and yearly maintenance supporting the United States Air Force’s Sikes Act Permit Management System (SAPMS). The program shall use an online service to facilitate the issuance and management of the Sikes Act. This contract is required to provide services and maintenance to the SAPMS program at Air Force installations using the program to track access to each installation’s designated areas for hunting, fishing, trapping, firewood collection and other dispersed outdoor activities to the maximum extent possible. This contract is required to also provide for safety and accountability for outdoor recreationists on Air Force (AF) installations and ranges. This contract is required to include support in tracking the registration of natural resource users, tracking permit sales to ensure compliance with natural resource laws and regulations, and helping ensure compliance with Department of Defense (DoD) rules and regulations regarding ingress/egress of natural resource permit holders on AF installations.
