On or about 23 November 2021, The Government intends to award a target suite of 8 firm fixed price IDCs (three (3) Unrestricted (UNR) and five (5) Small Business (SB) awards) for a total of $98M in shared capacity, replacing existing IDCs for “Architect-Engineering (A-E) Services Fuel Design and Inspection Services, Worldwide” under NAICS 541330. The Government will limit task orders under this MATOC to firm-fixed-price (FFP). This MATOC will have a seven (7) year performance period (one 5-year base period, and one 2-year option period). Replacement IDCs will include site investigations and inspections, project planning development, preparation of plans, specifications, analysis, cost estimate reports, concept design and final design for Design-Build (DB) or Design-Bid-Build (DBB) projects, fuel removal, cleaning of fueling systems, pipeline and fueling system inspections and construction phase services for fuel systems and support facilities for other federal agencies not within the Department of Defense and Department of Defense (DOD) worldwide, including Reserves and National Guard installations. CONUS and OCONUS projects will consist primarily of design (and programming) for new, additions to, and upgrade/repairs of Petroleum, Oil and Lubricants (POL) facilities including (but not limited to): above ground storage tanks; hydrant fuel distribution systems including pumps, valves, hydrant and filter separators, bulk storage systems, transfer pump houses, transfer/issue/receipt pipelines and controls; and buildings including pump houses, petroleum operations buildings, fuel truck maintenance buildings, generator buildings and all appurtenances associated with Fueling Facilities. Please be advised that an online registration requirement in System for Award Management (SAM) database http://www.sam.gov/ exists and directed solicitation provisions concerning electronic annual Representations and Certifications on SAM. Representations and certifications are required to be up-dated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective for one year from date of submission or update to SAM. Solicitation documents will be posted to the web via https://SAM.gov. Registration is required to access solicitation documents. The website https://SAM.gov provides secure access to acquisition-related information, synopsis or presolicitation notices and amendments.
