W9128F21R0092 PROCUREMENT TYPE: Pre-solicitation ASSOCIATED NOTICE: W9128F21SM031 TITLE: Offutt AFB Flight Line Support Facilities CLASSIFICATION CODE: Y -- Construction of structures and facilities NAICS CODE: 236220 -- Commercial and Institutional Building Construction PSC CODE: Y1BZ - CONSTRUCTION OF OTHER AIRFIELD STRUCTURES DESCRIPTION: On or about 23 June 2021, this office will issue a solicitation for a one-step design-build (DB) project for Flight Line Support Facilities: Four Facilities: Petroleum Operations Building (444 SM); Liquid Maintenance Facility (445 SM); LOX Storage Canopy (173 SM); De-icing Liquid Storage Facility (96 SM) at Offutt AFB, NE. This solicitation is OPEN TO SMALL BUSINESS PARTICIPATION only. All contractors must be registered and have an active and verified account in the System for Award Management (SAM) to receive a contract award from any DoD activity. Contractors may access the Internet site at: https://www.sam.gov/ to register and/or obtain information about the SAM program. Contractors must ensure that the applicable NAICS code 236220 is included in their profile prior to submission of offer. SYSTEM FOR AWARD MANAGEMENT (SAM) REGISTRATION: Please be advised of on-line registration requirements for Contractor Registration and for Representations and Certifications Application which are now located in the System for Award Management ‘SAM’ database at https://sam.gov/. The representations and certifications section in SAM are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective for one year from the date of initial submission and expire on an annual basis from the update to SAM. PROJECT DESCRIPTION (approx. quantities) This project will consist of construction for four (4) facilities: Construction of four separate facilities will be included and are as follows: Petroleum Operations Building (444 SM) Liquid Maintenance Facility (445 SM) LOX Storage Canopy (173 SM) De-icing Liquid Storage Facility (96 SM) Construction includes reinforced concrete footings, floor slab, supporting structure, and egress. Facilities require all necessary site work, utilities, mechanical, electrical, fire protection systems, back-up power and all other required support. Force protection includes reinforced exterior walls, blast-proof windows, and passive barriers. Overall project also includes the safe removal of multiple facilities. Sustainable principles, to include Life Cycle cost effective practices, will be integrated into the design, development, and construction of the project in accordance with Executive Order 13423, 10 USC 2802 (c), and other applicable laws and Executive Orders. The Contractor will be required to commence work within 10 days after Notice to Proceed (NTP) and complete the work in the proposed number of calendar days (Not to Exceed 540 calendar days) after receipt of NTP. Clauses will be included for Liquidated Damages in case of failure to complete the work in the time allowed. Performance and Payment Bonds will be required. The above project description is for information only. Project scope of work is subject to change. The magnitude of construction costs for this project is between $5,000,000 and $10,000,000. SOLICITATION EVALUATION CRITERIA This is a “Best Value-Tradeoff” solicitation for the Design and Construction of the Flight Line Support Facilities, Offutt AFB, NE. The Government will evaluate the proposals in accordance with the criteria described within the forthcoming solicitation, and award a firm-fixed-price contract to the responsible offeror whose proposal conforms with all the terms and conditions of the solicitation and whose proposal is determined to represent the overall best value to the Government. SITE VISIT A site visit is tentatively scheduled for Thursday, July 1st, 2021 at 1300hrs local time, however, due to the current environment, site visit information may change. Details on the site information will be provided in the forthcoming solicitation, Solicitation Section 00 21 00.
