On or about 12 October 2021, the Government intends to issue an unrestricted solicitation for an Architect-Engineering (AE) Indefinite Delivery, Indefinite Quantity (IDIQ) Airfield Paving (AFP) Design Multiple Award Task Order Contract (MATOC) for worldwide coverage (CONUS and OCONUS). The shared contract capacity of the MATOC is $30 million for an ordering period of five (5) years with no options and a possible 6-month extension. The primary NAICS Code for this solicitation is 541330 – Engineering Services. The types of services will include a full range of airfield design and evaluation services, to include, but not be limited to, developing airfield related designs (e.g., pavement, lighting, NAVAIDS systems, bridges, aircraft hangars, control towers, supporting facilities), performing technical reviews, conducting airfield evaluations, performing surveys, conducting workshops, performing construction surveillance/construction phase services, developing design drawings and as-built drawings/sketches, conducting topographic surveys, developing CADD drawings, evaluating operational and maintenance procedures, and developing future planning requirements, at various Military and Civil/Commercial Airfields. Please be advised that an online registration requirement in System for Award Management (SAM) database http://www.sam.gov/ exists and directed solicitation provisions concerning electronic annual Representations and Certifications on SAM. Representations and certifications are required to be up-dated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective for one year from date of submission or update to SAM. Solicitation documents will be posted to the web via https://SAM.gov. Registration is required to access solicitation documents. The website https://SAM.gov provides secure access to acquisition-related information, synopsis or presolicitation notices and amendments.
