AST API 653 EXTERNAL INSPECTIONS: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to execute the fuel removal, transfer, or disposal remaining fuel, replace wiper seals, provide strapping charts, clean the tank, and perform an AST (in service or out of service) inspection on the tank(s) as applicable at the location and tanks specified in attachment B and wiper seal replacement as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services.
