Sources Sought Notice Identification Number: W9128F21R0029 This is a Sources Sought Notice and is for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. The U.S. Army Corps of Engineers, Omaha District is conducting market research to identify sources (Small Businesses and Other-than-Small Businesses) that have the knowledge, skills and capability to perform the work concerning the potential project described below. Responses are requested only from: POTENTIAL PRIME CONSTRUCTION CONTRACTORS WITH COMPANY BONDING CAPABILITY (SINGLE JOB) OF AT LEAST $15M. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions for this project. Magnitude of Construction: Disclosure of the magnitude of construction, as prescribed in FAR 36.204 and DFARS 236.204, is between $10M and $25M. The magnitude of construction for this project is projected to be between $10M-$15M. PROJECT Location and Description: This upcoming solicitation will be executed using a design-bid-build (DBB) project delivery method, which will require the contractor to provide the Government with a removal and replacement of PCC Pavement and warranty based on the Request for Proposal (RFP). Repair Golf Taxiway, FY22, Construction, Ellsworth AFB, SD. This is a Fully-Designed Project. Project will include the following: Remove approximately 24,500 Square Yards of an unbonded PCC Pavement section (12-inch PCC / 2-inch ACC bond breaker / 21-inch PCC) and replace with approximately 24,500 SY of 21-inch PCC pavement. New PCC pavement shall conform to 32 13 14.13 CONCRETE PAVEMENT FOR AIRFIELDS AND OTHER HEAVY-DUTY PAVEMENTS with very stringent fine and coarse aggregate deleterious materials limits unique to military airfield pavement construction, weather severity classification of severe, enforcement of evaluation and testing for Alkali-Silica Reactivity per UFGS 32 13 14.13 requirements for both fine and coarse aggregates, Air Force durability requirement that aggregate shall have a satisfactory service record in freezing and thawing of at least 5 years successful service in three concrete paving projects or aggregate with durability factor of 50 or more when subjected to freezing and thawing of specimens prepared in accordance with ASTM C 1646/C 1646M and tested in accordance with ASTM C 666/C 666M, Procedure A for aggregates not having a satisfactory demonstrable service record. Removal of approximately 2,100 Square Yards of 2-inch hot-mix asphalt pavement, 8,325 square yards of 14-inch hot-mix asphalt and replacing with 10,425 SY of 3-inch hot-mix asphalt pavement conforming to UFGS 32 12 15.13 HOT-MIX ASPHALT AIRFIELD PAVING; Associated work includes the construction of a new subdrain system; the installation of preformed and poured joint sealant; removal & replacement of taxiway edge lights and NAVAIDS; Installing a temporary displaced threshold; pavement marking; seeding and minor grading. Estimated Project Period of Performance: NLT 1 December 2022. Interested PRIME CONTRACTORS ONLY should submit a narrative demonstrating their experience in construction projects of similar nature as described above. Narratives shall be no longer than 10 pages. Project title and location Detailed scope of the project including area of paving in square yards (SY) Original contract award amount and final construction cost Original contract finish date and actual finish date. Role of the Offeror on the project, including a clear designation of whether or not the Offeror was the prime contractor PLEASE NOTE: AT THIS TIME, WE ARE ONLY INTERESTED IN RESPONSES FROM COMPANIES WHO HAVE THE ABILITY TO BE PRIME CONTRACTORS WITH BONDING CAPABILITY (SINGLE JOB) OF AT LEAST $15M.
