Pre-Solicitation THIS IS NOT A FORMAL SOLICITATION. This announcement constitutes a PRE-SOLICITATION notice in accordance with FAR Subpart 5.2 On or about 4 November 2020, the Government intends to issue a solicitation for the “GSU Transformer Install at Fort Randall, South Dakota”. The solicitation will close on or about 3 December 2020. The solicitation is Unrestricted and Open to Both Large and Small Business Participation. Site Visit A Site Visit will be scheduled and additional information regarding the site visit will be provided in the solicitation via FAR Clause 52.236-27. The site visit is tentatively scheduled for 18 November 2020. Project Description: The work to be completed per this project is the installation of the supplied GSU transformers (one three-phase 13.8 / 115 kV, and three three-phase 13.8 / 230 kV), including modifications to the associated power, control and protection systems to accommodate the new GSUs. The GSU transformer 15kV bus and bus structures will also be redesigned and high voltage takeoff towers replaced to accommodate the single three-phase transformer versus the three single-phase transformer configuration. In addition, appropriate fire protection and oil containment measures will be incorporated in the transformer installation. The location of this project is at Fort Randall Dam, South Dakota. The Contractor will be required to commence work upon receipt of contract award and complete the work 905 calendar days after receipt of Notice to Proceed, this is subject to change after solicitation issuance. Estimated Construction Costs (only include if applicable): The estimated construction cost of this project is between $5,000,000 and $10,000,000. NAICS Code: The Primary North American Industry Classification System (NAICS) code anticipated for solicitation is 237130, Power and Communication Line and Related Structures Construction, with a size standard for Small Business of $36.5M.
