U.S. Army Corps of Engineers (USACE) - Omaha District is preparing a solicitation and intends to issue a Request for Quote (RFQ) to Martin Marietta Materials, Inc., 2710 Wycliff Rd, Raleigh, NC 27607 under FAR Subpart 13.5 procedures per 41 U.S. Code § 1901. Martin Marietta is the only known source that can provide the required riprap at a fair and reasonable price. There are no additional known riprap sources within the boundaries of the Missouri River where the government needs the riprap and where the government barges can travel without being cost-prohibitive. Award Estimated Date: 30 September 2021 Description of Work: The work required for this requirement is to supply, deliver, and load approximately 21,000 tons of quarried riprap onto government barges to operate and maintain approved structures of the Missouri Riverbank Stabilization Navigation between river mile 498 near Rulo, NE, and river mile 753 near Ponca, NE. The government expects the loading of barges to take place during the navigation flow support season that typically runs 1 April through 30 November. Therefore, the government expects multiple loads to complete the requirement, with an ultimate delivery date for all riprap by 30 November 2022. Per FAR 5.207(16)(i), all responsible sources may submit a quotation the agency shall consider. The government will make the RFQ available on SAM.gov upon request for additional information.
