This is a non-personal services contract to provide miscellaneous repairs on four transformers at Garrison Hydroelectric power plant, North Dakota. Project requirements include the following items: Perform pre-work and post-work electrical testing on GSU #5. Perform pre-work and post work insulating oil testing on all transformers. Drain transformer oil down to the level required to make necessary repairs on all transformers, and store in a clean container for refilling. Supply ground bushings for GSU #5 and tap changer worm gear for GSU #2. Make repairs as necessary for each transformer. All work on an individual transformer must be performed during one continuous outage. Reference attached technical specification Section 26 11 14.00 10 – GARRISON TRANSFORMER REPAIRS for more detailed information and requirements. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. This is a fixed priced, performance based service contract where the Government defines and measures desired outcomes, while Contractor methods are generally not constrained or directed.

This project consists of :Perform the following transformer repairs: ground bushing replacement on GSU 5, temperature sensor regasketing on the autotransformer, leak repair on the conservator tank valve on the station service transformer, and tap changer repair on GSU 2. Along with these repairs, transformer oil will need to be drained into a clean container to the level required to make the repairs, and filtered through a 0.5 micron filter as the oil is returned to the transformer.
