W9128F20R0064 On or about 10 April 2020, this office will issue Request for Proposal (RFP) for the Renovation of Dock 5, Minot Air Force Base, North Dakota. The solicitation will close on or about 25 May 2020. This solicitation is set aside for SERVICE DISABLED VETERAN OWNED SMALL BUSINESS. All contractors must be registered and have an active and verified account in the System for Award Management (SAM) in order to receive a contract award from any DoD activity. Project Description (approx. quantities): This requirement is for the renovation and repair of Dock 5 at Minot AFB North Dakota. The scope of this renovation includes, replacement of primary mechanical and electrical systems throughout the hangar. Improvements include the demolition and/or renovation of office and shop/support areas, as well as installation of new hangar fire suppression infrastructure. The overarching intent of this renovation is to bring the facility to current systems standards per UFC 4-211-01 and extend the dock’s service life. The Contractor will be required to commence work within 10 days after Notice to Proceed (NTP) and complete the work in the proposed number of calendar days (Not to Exceed 420 calendar days) after receipt of NTP. Provisions will be included for Liquidated Damages in case of failure to complete the work in the time allowed. Performance and Payment Bonds will be required. RFP Evaluation Criteria: Firms participating in the solicitation will submit technical requirements in accordance with Section 00 22 00 PROPOSAL SUBMISSION REQUIREMENTS, INSTRUCTIONS AND EVALUATION. Submissions will be evaluated based on a Lowest Price Technically Acceptable evaluation criteria. The estimated construction cost of this project is between $10,000,000 and $13,000,000.
