Construct a Large Vehicle Inspection Point (LVIP) entry control facility of reinforced concrete foundation and floor slab, concrete masonry unit (CMU) walls, structural steel frame and roof system, fire protection system, and environmental controls. This project will be located on Buckley AFB, CO. The project includes, but not may not be limited to, administrative building to include a visitor waiting area, gatehouse room, equipment room, unisex lavatory, communications room, and mechanical/electrical room constructed with CMU walls. Connected to the administrative building will be a two-bay inspection bay constructed of CMU walls and metal panels, structural steel frame and roof system, and catwalk system. Other features include fire protection system and alarm system, connection to an existing communication backbone and utility infrastructure and UMCS systems. Supporting facilities include all associated utilities, parking areas, walks, storm drainage, detention basins, communications duct banks, passive/active barriers, 40 vehicle two queue lane, and other site improvements. Additional construction to support the facility will include circulation roads, vehicle parking areas, and modifications to the existing fence for in- and out-bound lanes, site improvement, and storm drainage. The LVIP will include inspection pits for a large vehicle (tractor trailers up to 45 tons) and administrative space. The new LVIP must accommodate a new Vehicle Explosion Detection Systems (VEDS) and Under Vehicle Surveillance System (UVSS). The facility will meet base architecture standards and comply with DoD AT requirements and Sustainable Design and Development requirements per Unified Facilities Criteria (UFC) 04-022-01.

This ... On or about 5 August 2020, this office will issue Request for Proposal (RFP) for CONSTRUCTION OF A SPECIAL VEHICLE MAINTENANCE FACILITY. The solicitation will close on or about 5 September 2020. This solicitation is set aside for Total Small Business. All contractors must be registered and have an active and verified account in the System for Award Management (SAM) in order to receive a contract award from any DoD activity. Contractors must ensure that the applicable NAICS code 236220 is included in their profile prior to submission of offer. Provisions in the solicitation documents will provide a site visit date and detailed information (meeting place, time, points of contact, and access requirements). Project Description (approx. quantities): Construct a 372 SM, pull through vehicle maintenance facility with garage doors, cranes, and vehicle lifts to adequately service large mission essential vehicles (transport erectors, payload trucks, fire trucks). Construction includes reinforced concrete footings, floor slab, supporting structure, vehicular work bays, and egress. Facility includes all necessary site work, utilities, mechanical electrical, fire protection systems, back-up power and all other required support. Force protection includes reinforced exterior walls, blast-proof windows, and passive barriers. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. This project will comply with DoD antiterrorism/force protection requirements per UFC 4-010-01. The Contractor will be required to commence work within 10 days after Notice to Proceed (NTP) and complete the work in the proposed number of calendar days (Not to Exceed 420 calendar days) after receipt of NTP. Provisions will be included for Liquidated Damages in case of failure to complete the work in the time allowed. Performance and Payment Bonds will be required. RFP Evaluation Criteria: Firms participating in the solicitation will submit technical requirements in accordance with Section 00 22 00 PROPOSAL SUBMISSION REQUIREMENTS, INSTRUCTIONS AND EVALUATION. Submissions will be evaluated based on a best value approach considering technical elements for evaluation (i.e., Specialized Experience, Project Management Plan, Key Personnel Capabilities and Experience, Small Business Participation Commitment Document). An adjectival method of evaluation will be used to evaluate all technical factors. Price will be evaluated separately for reasonableness and realism. A Best Value selection will be considered after reviewing price and technical factors. The estimated construction cost of this project is between $1,000,000 and $5,000,000.
