Pre-Solicitation Notice for Advance Contract Initiative (ACI) for Emergency Temporary Roof Repairs – Puerto Rico Small Business Set-Aside W9128F20R0040 On or about 29 January 2020, the Government intends to issue a solicitation for the Advanced Contract Initiative (ACI) for Emergency Temporary Roof Repairs - Puerto Rico. The solicitation will close on or about 28 February 2020. The solicitation is restricted to Small Business participation only. All contractors must be registered and have an active and verified account in the System for Award Management (SAM) in order to receive a contract from any DoD activity. Contractors may access the internet site at https://www.sam.gov/ to register and/or obtain information about the SAM program. Contractors must ensure that the applicable NAICS code is included in their proposal prior to submission of offer. Project Description: The Advanced Contract Initiative (ACI) for Emergency Temporary Roof Repairs is the federal government’s initial mechanism for responding to emergency roof repairs caused by hurricanes, tropical storms, and other natural disasters. The solicitation will be for award of two (2) $45,000,000.00 Single Award Task Order Contracts (SATOCs) for the installation of emergency temporary roofing in Puerto Rico in response to a disaster. These will be indefinite delivery type contracts awarded for a seven (7) year duration which includes a 5-year base period and a 2-year option period. NAICS Code: The Primary North American Industry Classification System (NAICS) code anticipated for solicitation is NAICS 238160 “Roofing Contractors, with a Small Business size standard of $16.5M. Project Description: The Advanced Contract Initiative (ACI) for Emergency Temporary Roof Repairs is the federal government’s initial mechanism for responding to emergency roof repairs caused by hurricanes, tropical storms, and other natural disasters. The solicitation will be for awarding of two (2) $45,000,000.00 contracts for the installation of emergency temporary roofing in Puerto Rico in response to a disaster. These will be IDIQ contracts will be awarded for a seven (7) year duration which includes a 5-year base period and a 2-year option period. After USACE is directed to respond to a disaster event, Task Orders will be issued.
