On or about 28 February 2020, the Government intends to issue a solicitation for the Advanced Contract Initiative (ACI) for Emergency Temporary Roof Repairs – CONUS (Unrestricted). The solicitation will close on or about 30 March 2020. The solicitation is Unrestricted and is open to both large and small business participation. All contractors must be registered and have an active and verified account in the System for Award Management (SAM) in order to receive a contract from any DoD activity. Contractors may access the internet site at https://www.sam.gov/ to register and/or obtain information about the SAM program. Contractors must ensure that the applicable NAICS code is included in their proposal prior to submission of offer. Project Description: The Advanced Contract Initiative (ACI) for Emergency Temporary Roof Repairs is the federal government’s initial mechanism for responding to emergency roof repairs caused by hurricanes, tropical storms, and other natural disasters. The solicitation will be for award of one (1) $45,000,000.00 Single Award Task Order Contract (SATOC) for the installation of emergency temporary roofing in the Continental United States (CONUS). States covered by this contract will include: Alabama, Connecticut, Delaware, District of Columbia, Florida, Georgia, Louisiana, Maine, Maryland, Massachusetts, Mississippi, New Hampshire, New Jersey, New York, North Carolina, Pennsylvania, Rhode Island, South Carolina, Texas and Virginia. These states will be divided into two (2) regions. The contractor awarded the SATOC under this solicitation will be designated a primary and alternate region to support but will have the capability to support the secondary region, if needed. The two regions are: Region 1 – Florida to Maine: Connecticut, Delaware, District of Columbia, Florida, Georgia, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, North Carolina, Pennsylvania, Rhode Island, South Carolina and Virginia. Region 2 – Texas to Alabama: Alabama, Louisiana, Mississippi and Texas. This will be an indefinite delivery type contract awarded for a 7-year duration which includes a 5-year base period and a 2-year option period. NAICS Code: The Primary North American Industry Classification System (NAICS) code anticipated for solicitation is NAICS 238160 “Roofing Contractors”, with a Small Business size standard of $16.5M.
