Use attached Sources Sought Response Form to respond to W9128F19SC003 for Conduit filters at Salt Creek Dam Sites market research Anticipated solicitation: W9128F19R0031 *contingent on availability of funding **LARGE BUSINESSES DO NOT NEED TO RESPOND TO THIS NOTICE** Purpose: By way of this Market Survey/Sources Sought Notice, the USACE-Omaha District intends to determine the extent of capable firms that are engaged in providing the services described hereunder. The responses to this notice will be used for planning purposes for upcoming procurements. Therefore, this notice does not constitute a Request for Proposal (RFP), Quotation or Bid; it does not guarantee the future issue of a RFP/IFB; nor does it commit the government to contract for any supply or service. Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Sources Sought Notice. Intent: The U.S. Army Corps of Engineers (USACE), Omaha District, intends to pursue award of a construction contract to: install a multi-stage granular filter and drain around and beneath existing 48" to 60" conduits; remove approximately 50 linear feet of existing RCP-lined, CMP conduit and replace with a new section of steel pipe and air shaft; place a compacted, random fill stability berm; place riprap protection at the outlet of the drainage layer and conduit; and other appurtenant work for grading requirements at the downstream end of 4 (four) high hazard dams in the vicinity of Lincoln, Nebraska. Work anticipated under this requirement includes, but is not limited to, Conduit removal and replacement will only occur at 3 (three) of the dams. It will be necessary to perform the work at each site in sequenced phases in order to mitigate against the potential for dam-safety related issues. Filter installation will require a relatively deep and narrow excavation utilizing specialized techniques and temporary structural measures that will minimize the unsupported length of pipe and/or directly provide for its temporary support. Excavations will extend into groundwater and significant consideration should be given to minimizing subgrade disturbance and managing groundwater. It is anticipated that a significant dewatering effort utilizing a system of wellpoints and associated pumping equipment will be required for at least one of the dam sites. The anticipated wellpoint system should be capable of covering a minimum length of 150 lineal feet, and dewatering materials that are 5 to 10 feet thick, have a transmissivity of up to 240 ft/day, and a hydraulic conductivity with specific yield of up to 0.01. The Contractor will be required to develop and submit for approval excavation plans that details their proposed excavation process and all supported designs for temporary structural measures and dewatering systems. The Contractor will also be required to develop detailed drill plans, surveillance and contingency plans that outline critical procedures and appropriate responding actions that would be undertaken if adverse conditions develop.
