On or about 19 April 2023, The Government intends to issue a synopsis for Architectural Engineering (A-E) Pavement-Transportation Computer Assisted Structural Engineering Pavement Management (PAVER/PCASE) Implementation at locations throughout the Continental United States (CONUS), Alaska and Hawaii. The Government will limit task orders under this A-E Multiple Award Task Order Contract (MATOC) to firm-fixed price (FFP). This A-E MATOC will have a five (5) year period of performance ordering period. These replacement contracts will include contracts for review of as-built drawings and records, interviews with on-site personnel as required, creation and manipulation of CADD files and Geographic Information System (GIS) shape files, pavement inspection surveys, entry of data into the PAVER database, generation of Pavement Condition Indices and pavement maintenance and rehabilitation (M&R) work planning using PAVER software, preparing Pavement Management System (PMS) Implementation Summary Reports, testing, updating and maintenance of the PAVER/PCASE software, and non-destructive testing of pavements primarily supporting Omaha District's ongoing support of the Transportation Systems Mandatory Center of Expertise (TSMCX). These contracts will also support other DoD stakeholders and federal agencies on matters of pavement maintenance and infrastructure. The NAICS for this action is 541330 – “Engineering Services”, the Product Service Code C219 – “A-E General”.
