THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. The U.S. Army Corps of Engineers, Omaha District is conducting market research to identify sources (Small Businesses and Other-than-Small Businesses) that have the knowledge, skills, and capability to perform the work concerning the potential project described below. Responses are requested only from: POTENTIAL PRIME ARCHITECT AND ENGINEERING FIRMS. The responses to this Sources Sought Notice will be used by the Government to make appropriate acquisition decisions for this project. Responses are to be sent via email to Booker.L.Jordan@usace.army.mil no later than 2:00 p.m. MST, 1 March 2021. Project Description: The project involves creating a design for the generator replacement and repair of diesel reservoirs in the Cheyenne Mountain Complex (CMC), and experience with the following: Develop a design for replacing the six existing generators with an N+2 system capable of generating 12 MW and Tier 2 emission compliant. The design shall include a circulation system to prevent fuel stagnation within existing diesel fuel reservoir. As part of the design, the A-E shall evaluate the need for a water mitigation system to prevent ground water from seeping into the reservoir and the need for a diesel fuel polishing system. The A-E shall evaluate the existing power plant major mechanical support systems and determine whether these systems can accommodate the operational requirements of the new generator sets. These systems include but are not limited to, material handling systems, lube oil heat exchanger, space cooling, industrial cooling, jacket water cooling, combustion air, exhaust cooling systems, fuel oil system, fire protection, industrial control system (ICS), electrical distribution, and diesel intake/exhaust. The significant weight difference between the old generators and the new generators, including any changes in locations of the generators shall be evaluated for potential impacts on the spring and damper system supporting the Generator Bay. The new generators will need remote and localize control systems. The design shall require sequencing of the work such that one existing generator is removed followed by the installation, testing, and acceptance of one new generator, in order to maintain adequate electrical capacity from the generator system, at all time. Removal of existing generators and installation, testing, and acceptance of new generators shall continue, one at a time, until all new generators are installed, tested, and accepted. The design shall address outdated fuel storage and provide a solution for the location(s) of the day tank(s) which meet(s) current building and fire codes while meeting operational requirements and maintaining reliability, sustainability, and survivability. The new generators shall use industrial cooling systems and heat rejection systems. The design shall address testing and commissioning of the new generators, generator control systems, and all new ancillary systems and equipment. The A-E shall perform a constructability analysis. The generator plant and diesel fuel reservoir must remain functional and ready for operation during the construction phase of this project. This will require the new and old systems being operational in parallel, including the control system(s). The design must determine the recommended means for maintaining the power plant operations and incorporate them into the construction requirements. In addition, the constructability analysis must conduct a structural and dynamic analysis of the generator building when adding equipment as well as the impact of additional weight (or reduced weight) on the springs and damper system. The analysis shall also include required designs for the hoists systems to remove the old generators and install the new generators. The analysis shall also evaluate and validate the existing power plant control systems have adequate capacity to control all new systems from this project. Field investigations required to understand, interpret, and analyze existing systems and their condition, serviceability, and adequacy, especially as it pertains to capacity needs and integration with new design. A fire and life safety analysis shall be conducted for the generators, diesel fuel tanks, and generator enclosures. The generator enclosure, diesel fuel tanks shall be made code compliant with current editions of NFPA 101, and UFCs.
