The U.S. Army Corps of Engineers (USACE), Omaha District (NWO), intends to pursue award of a sole-source contracts to perform environment services. This contract may focus work solely on site 10 located in York, NE. The objective of this service contract is for the contractor to provide all labor, materials and equipment to operate and maintain existing GWTS-1R, GWTS-2 and GWTS-3 and associated wells as detailed herein. Electrical power and communication for telemetry utility costs will be estimated as part of the O&M cost for this project. The contractor shall include all costs in their proposal to make payment for all utility bills and any repair and upgrade as needed. Operation shall be continuous, reliable and within the intended design and manufacturers' performance parameters as detailed herein and/or required by the attached systems Operation and Maintenance Manuals. Satisfactory performance of this work shall provide continued compliance with system treatment objectives and/or effluent requirements. This work shall include, but not be limited to, providing the following: • Systems operation of GWTS-1R, GWTS-2 and GWTS-3 within intended design and manufacturers' performance criteria • Equipment/system performance monitoring, to include all groundwater and air sampling requirements, per Systems O&M Manuals and optimization findings • Equipment/system maintenance and repair per Systems O&M Manuals • All associated analytical sampling • Record-keeping and documentation • Proper disposal or treatment of any generated waste • Incidental construction and performance evaluation as required or necessary to ensure optimized performance of these systems in achieving treatment objectives • Periodic well monitoring • Annual well capacity testing • Well rehabilitation • Operate and maintain two (2) Residential Water Treatment Units • Other incidental and miscellaneous activities that may be required to perform the intended work • Major equipment repairs or replacement (exceeding the threshold annual dollar allowance for repairs or replacement) that may become necessary during the contract period. This work will be formally ordered through an official Change Order modification process to the Contract prior to commencement of those activities. • Other related activities that may become necessary to demonstrate overall remediation performance objectives of the systems currently in-place.
