Approval for a modification to the Rapid Response 5 (RR5) Single Award Task Order Contract (SATOC) to extend the services contract by six (6) months in accordance with the Federal Acquisition Regulations (FAR) clause 52.217-8, Option to Extend Services. The current contract (W9128F-14-D-0009) was competitively solicited and ultimately awarded as a cost plus fixed fee contract to BERS-Weston Services JVA on 24 April 2014 with a three (3) year base and a two (2) year option period. The contract was modified to exercise the two (2) year option period through 23 April 2019 under the authority of FAR clause 52.217-9. Expedited contracting procedures are necessary to solicit, award, and perform time-critical emergency services along the Missouri River and its tributaries during the 2019 flood fighting operations. Award to a source other than the original source would result in unacceptable delays in fulfilling the agency's needs for these emergency services. This reasoning is in accordance with 10 U.S.C. 2304(d)(1)(B)(ii) and as implemented in FAR 6.302-1(a)(2)(iii)(B).
