This announcement constitutes a Pre-Solicitation notice (synopsis) in accordance with FAR Subpart 5.2. The U.S. Army Corps of Engineers, Honolulu District hereby announces its intent to issue a solicitation entitled, “Aunu’u Small Boat Harbor Breakwater Repair, American Samoa” as described within this announcement. This project is a Design-Bid-Build solicitation, utilizing Lowest Price Technically Acceptable (LPTA) procedures in accordance with FAR Part 15. The Government intends to solicit this requirement as an unrestricted procurement. The North American Industry Classification code (NAICS) for this requirement is 237990 (Other Heavy and Civil Engineering Construction). The small business size standard for this NAICS code is $45,000,000 average annual revenue. The Government intends to award a firm-fixed-price construction contract as a result of this solicitation. Interested Offerors should register as a Vendor in Procurement Integrated Enterprise Environment (PIEE) in order to participate in the upcoming solicitation once issued. Project Description: Aunu’u Small Boat Harbor Breakwater Repair, American Samoa Project Scope: The purpose of the Repair project is to conduct maintenance repairs on the Federally owned navigation structures – South Revetted mole; North Revetted mole; Wave Absorber. The major elements of this project include: pre-mobilization activities; compliance with all applicable environmental requirements; mobilization, which includes preparation of temporary construction staging; removal and disposal of a fale (an encroachment) for construction access; debris and vegetation removal to include trees and shrubs; backfilling and grassing areas of settled fill; repair to include rework of existing stone, resetting, replacement of all identified toe stones and armor stones to include replacement of underlayer stones to meet lines and grades. The estimated period of performance is 10 months. This project plans and specs will identify the areas of the repairs. The magnitude of this project is $1M to $5M. It is the Offeror’s responsibility to check for any posted changes to the solicitation. Solicitation documents will not be issued on compact disc (CD) unless the Government determines that it is necessary.
