This announcement constitutes a Pre-Solicitation notice (synopsis) in accordance with FAR Subpart 5.2. The U.S. Army Corps of Engineers, Honolulu District hereby announces its intent to issue a solicitation entitled, "Electrical Distribution System, Meck Island, U.S. Army Garrison – Kwajalein Atoll, Republic of the Marshall Islands" as described within this announcement. This project is a Design-Bid-Build solicitation, utilizing Best Value Trade-Off procedures prescribed at FAR Part 15. The Government intends to issue a formal solicitation via a Request for Proposal (RFP) in accordance with FAR Part 15, which will take place no sooner than 15 days from the publication of this announcement. Solicitation plans and specifications will be made available for viewing and/or downloading on the SAM website located at https://www.sam.gov/ on or about March 1, 2022. It is the Offerer's responsibility to check for any posted changes to the solicitation. The North American Industry Classification Code (NAICS) for this requirement is 237130 (Power and Communication Line and Related Structures Construction), with a size standard of $39,500,000. The Government intends to award a firm-fixed price construction contract as a result of this solicitation. Project Description: Power is currently distributed to the island from the building 85020 main switchgear at 4,160 V via underground feeders. Much of the existing distribution infrastructure and electrical equipment are at end of life and in need of replacement. This project includes all labor, materials, and equipment required to construct and commission the new system and demolish, remove, and dispose existing facilities and equipment as indicated in the contract documents. This firm-fixed price, design-bid-build (DBB) project includes all work required to procure, construct, test, commission, and turn over to operations the Meck Island distribution system. This acquisition is proceeding as unrestricted. Estimated magnitude of the construction project is between $25,000,000 and $100,000,000. A pre-proposal site visit will not be held due to current Republic of the Marshall Islands COVID-19 travel restrictions/quarantine requirements. However, a pre-proposal teleconference will be held to provide photos/descriptions of the work. It is the Offerers' responsibility to check for any posted changes to the solicitation. Solicitation documents will not be issued on compact disc (CD) unless the Government determines that it is necessary. Offerers must have and/or maintain an active registration with the System for Award Management (SAM) website to be eligible for a Government contract award.
