This announcement constitutes a Pre-Solicitation notice (synopsis) in accordance with FAR Subpart 5.2. The U.S. Army Corps of Engineers, Honolulu District hereby announces its intent to issue a solicitation entitled, “FY20 Repair Water Lines, Valves, and Pressure-Reducing Valves, Tripler Army Medical Center, Oahu, Hawaii” as described within this announcement. This project is a design-bid-build solicitation, utilizing Lowest Price Technically Acceptable (LPTA) procedures prescribed at FAR Part 15, which will follow this announcement. Offerors are to provide completed and signed forms on the https://sam.gov website. Solicitation plans and specifications will be made available for viewing and/or downloading on the https://sam.gov website on or about 21 June 2021. It is the Offerors responsibility to check for any posted changes to the solicitation. The Government intends to solicit this requirement as a small business set-aside. The North American Industry Classification Code (NAICS) for this requirement is 237110 (Water and Sewer Line and Related Structures Construction). The small business size standard for this NAICS code is $39,500,000 average annual revenue. The Government intends to award a fixed-price construction contract as a result of this solicitation. Project Description: This design-bid-build project involves replacing approximately 5,400 linear feet of 10-inch polyvinyl chloride (PVC) water mains with 10-inch ductile iron pipe (DIP); removing existing water mains following installation of replacement pipeline; providing and replacing current valves, meters, and hydrants required to bring the water distribution system and components to current standards; and replacing existing pressure-reducing valves (PRVs) in above-ground enclosures. Pressure in areas designated for repair work are subject to high pressure, often in excess of 100 psi. The estimated period of performance is 679 calendar days. The Government anticipates the acquisition will be lowest priced technically acceptable based on the following criteria: 1) experience; 2) past performance; and 3) technical approach. Project magnitude is between $10,0000,000 to $25,000,000. An organized site visit will be conducted at a date and time that is to be determined. It is the Offeror’s responsibility to check for any posted changes to the solicitation. Solicitation documents will not be issued on compact disc (CD) unless the Government determines that it is necessary.
