THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS: The U.S. Army Corps of Engineers, Honolulu District, requests letters of interest from PRIME CONTRACTORS interested in performing work on a potential design-bid-build construction solicitation for the Agana Small Boat Harbor, Agana, Guam. NO SOLICITATION IS CURRENTLY AVAILABLE. Project Description: Vegetation Removal and Repair of Agana Small Boat Harbor, Guam Project Scope: The purpose of the Vegetation Removal and Repair project is to conduct maintenance repairs on the Federally owned navigation structures – Revetted mole; East and West Breakwater. The major elements of this project include: pre-mobilization activities; compliance with all applicable environmental requirements; mobilization, which includes preparation of temporary construction staging; debris and vegetation removal to include tress, tree stumps shrubs and fill (non-rock material); treatment with herbicide to prevent any future vegetation growth; repair to include rework of existing stone, resetting, replacement of all identified toe stones and armor stones to include replacement of bedding stones to meet lines and grades. The estimated period of performance is 9 calendar months. This project plans and specs will identify the areas of the repairs and vegetation removal. Estimated cost of construction is $1M to $5M. Interested Prime Contractors should submit the following: 1. Contractor has successfully completed at least one repair on rubble mound coastal structures in open ocean waters within the last 7 years; 2. Provide a listing of equipment available for the construction activities; 3. Bonding capability for a single contract action of at least $5M and an aggregate of at least $10M by the interested prime contractor. 4. UEI/CAGE CODE, Expiration date in SAM.GOV. 5. Indicate whether your firm is a large business or small business and indicate applicable socio-economic categories of FAR Part 19 (HUBZone, Women Owned Small Business, Service Disabled Veteran Owned Small Business, or Small Disadvantaged Business). Narratives shall be no longer than two (2) pages. Email responses are required. Solicitation Number: W91238-23-Z-0024 Place of Performance: Kwajalein Atoll, Republic of the Marshall Islands JOB DESCRIPTION: Prequalified Sources List (PQSL) to perform work on various potential construction solicitation(s) in Fiscal Year 2023 - 2028 for Design-Build and Design-Bid-Build Construction Services for Kwajalein Atoll, Republic of the Marshall Islands. The requirement is for a prequalification process that will allow POH to continue supporting U.S. Forces Space and Missile Defense Command (SMDC), US Army Garrison, Kwajalein Atoll (USAG-KA), and other Department of Defense (DoD) customers with contracting tools that accommodate Design-Build (DB) and Design-Bid-Build (DBB) projects for various construction projects within the Kwajalein Atoll during Fiscal Years (FYs) 2023-2028. Typical types of work will include new construction and restoration/and or modernization of buildings, utilities infrastructure, airfield and port facilities, shore protection, water treatment and wastewater treatment facilities, fuel storage and piping systems, fire protection, interior renovation, anti-terrorism/force protection, roadways, parking lots, sidewalks, landscaping, etc. Projects will normally be funded by Sustainment, Restoration, and Maintenance (SRM); Research, Development, Testing and Evaluation (RDT&E); or Military Construction (MILCON) dollars. The pre-qualifications process will shortlist the most highly qualified contractors and issue the construction solicitation(s) to only the pre-qualified contractors. The projects are anticipated to range between $50,000,000 to $250,000,000. Selection will be based upon evaluation factors which may include bonding, specialized experience, and past performance. Respondents should also consider the isolated geographical location of this project where substantial mobilization efforts and transportation costs should be taken into consideration. Construction contracts awarded by the Army Corps of Engineers require compliance with EM 385-1-1 Safety Manual. This acquisition is proceeding as unrestricted. It is anticipated that the REQUEST FOR PREQUALIFICATION STATEMENTS will be issued on or about mid-OCTOBER 2023, for downloading at https://piee.eb.mil/ (PIEE Solicitation Module).
