This announcement constitutes a Pre-Solicitation notice (synopsis) in accordance with FAR Subpart 5.2. The U.S. Army Corps of Engineers, Honolulu District hereby announces its intent to issue a solicitation entitled, “FY23 OMA Replace 16-inch Transite Water Line at Bougainville, Aliamanu Military Reservation” as described within this announcement. This project is a Design-Bid-Build solicitation, utilizing Lowest Price Technically Acceptable (LPTA) procedures in accordance with FAR Part 15. The Government intends to solicit this requirement as a Service Disabled Veteran-Owned Small Business (SDVOSB) set-aside procurement. The North American Industry Classification code (NAICS) for this requirement is 237110. The Small Business size standard for this NAICS code is $45,000,000 annual average revenue. The Government intends to award a firm-fixed-price construction contract as a result of this solicitation. Project Description: The purpose of this project is to replace an existing 16-inch and 10-inch transite water line at Aliamanu Military Reservation (AMR), Oahu, Hawaii. The 16-inch and 10-inch segments will be replaced with new 16-inch ductile iron pipe. The project alignment begins downstream of the Granular Activated Carbon (GAC) treatment units at the S1/S2 water tanks, and continues along Bougainville Drive, Aliamanu Drive, and Bougainvillea Loop until it terminates near Valve 4520. The estimated period of performance is 960 calendar days. The Government anticipates the acquisition will be lowest priced technically acceptable based on the following criteria: 1) experience; 2) past performance; 3) technical approach; and 4) price. Project magnitude is between $20,000,000 to $40,000,000. It is the Offeror’s responsibility to check for any posted changes to the solicitation.
