Per DFARS 236.204(ii), the magnitude of this project is between $10 million and $25 million. This acquisition is being solicited as a Total Small Business Set-Aside. Funds are not presently available for this acquisition. No contract aw ard w ill be made until appropriated funds are available. NOTE: Due to large size of Plans and Specs file; potential offerors must email the Contract Specialist, Ms. Merbby Joyce Nicolas, at merbbyjoyce.n.nicolas@usace.army.mil to request a pick-up link to dow nload plans and specs files via SAFE site (https://safe.apps.mil). Any potential offeror that fails to submit an email request at least five (5) working days before proposal submission date might not be able to receive a pick-up link. SITE VISIT: The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors are urged and expected to inspect the site where the work will be performed. An organized site visit will be held on Thursday, August 6, 2020 at 9:00 a.m. Hawaiian Standard Time (HST). Interested parties shall pre-register; providing planned attendee Name(s) and Company/Organization(s) via e-mail, no later than 9:00am HST on August 5, 2020, to the below listed POCs. Participants will meet at Building 118, Schofield Barracks, Oahu, Hawaii 96857 (See RFP Drawings A-Gen for Location Map). The site visit will commence promptly at 9AM with a project/safety brief at the meeting point and will proceed with a tour of the project site. NOTE: Nonmedical face coverings will be required to be worn, and only two (2) representatives from each firm will be allowed to attend the pre-proposal site investigation.

The U.S. Army Corps of Engineers, Honolulu District hereby announces its intent to issue a solicitation entitled, “FY20 Repair Building 118, Wheeler Army Airfield, Oahu, Hawaii” as described within this announcement. PROJECT DESCRIPTION: The design-bid-build construction project is to repair Building 118, Wheeler Army Airfield, Oahu, Hawaii. Existing Building 118 is a 3-story non-historic building located at Wheeler Army Airfield, Hawaii built around 1970. Currently, the building consist of two wings and provides UEPH barracks living unit for 85 PN and is serves by existing exterior single loaded balconies, totaling approximately 45,822 sq. ft. in floor area. Repair building 118 includes renovations to repair existing barracks modules: demolish and replace all exterior walls, doors, finishes, appliances, plumbing and light fixtures. Interior reconfiguration of barracks to meet UEPH Army Standard (10 July 2012). Provide CQ office, accessible toiler, mail room and recycle room per Army Standard. Existing window to remain. Repair existing operators and/or screens as required. Replace all existing door locksets to comply with current DPW Keyless Standard Guidance for Sustainment, Restoration, Modernization, and Military Construction Project. Demolish existing single story Office Shed (16’x 60’) portion east, attached to ground floor. Roof structure is timber and not compliance with Type II-B Construction. Reconstruct exterior wall to match existing layout and configuration. ACQUISITION INFORMATION: It is anticipated that the RFP will be issued and available for viewing and/or downloading on the BetaSam.Gov website located at https://beta.sam.gov on or about 24 July 2020. The North American Industry Classification Code (NAICS) for this requirement is 236220 (Barrack Construction). The small business size standard for this NAICS code is $39,500,000 average annual revenue. The Government intends to award a firm-fixed price construction contract as a result of this solicitation. This acquisition is proceeding as a Total Small Business Set-Aside. The estimated performance of period is 450 calendar days. Project magnitude is $10,000,000 to $25,000,000.
