This announcement constitutes a Solicitation notice in accordance with FAR Subpart 5.2. The U.S. Army Corps of Engineers, Honolulu District hereby issues a solicitation entitled, “FY20 Repair Historic Building T-128, Palm Circle, Fort Shafter, Oahu, Hawaii,” as described within this announcement. This requirement is being issued as a Small Business Set-Aside. The North American Industry Classification Code (NAICS) for this requirement is 236220. The small business size standard for this NAICS code is $39,500,000 average annual revenue. The Government intends to award a firm fixed-price contract as a result of this solicitation. Project Description: This project is to restore and repair historic Building 128 at Fort Shafter, Oahu, Hawaii to accommodate the new occupant’s administration operations. The scope of this requirement includes the following: replace existing pavement and sidewalks for ABA parking; provide new fire water service to the building; provide a mechanical yard; replace existing storm drainage with new copper gutters and downspouts; modify the existing sewer point connection; provide new domestic water service with reduced pressure backflow preventer and advanced water meter; remove existing trees around the building and replace with new landscaping; demolish the interior spaces and replace with new office configuration; demolish existing restrooms and replace with new plumbing and fixtures; restore front and rear lanais to original historic design; restore exterior window and door patterns to meet historic style and AT/FP measures; restore original stair locations at the rear of the building and replace existing lanai stairs; restore contributing interior walls, framed door openings with wood grill transoms, and finishes; install new inclined wheelchair lift at the rear set of stairs; replace fire alarm and mass notification system; replace existing electrical systems and with new electrical design and lighting for the new space plan; replace exterior lights with new energy efficient bulbs with historic designs; and replace existing interior telecommunications systems and with new VOIP, data, and CATV. The estimated performance of period is 540 calendar days. The project magnitude is $10,000,000 to $25,000,000. It is the bidder’s responsibility to check for any posted changes to the solicitation.
