This announcement constitutes a Pre-Solicitation notice (synopsis) in accordance with FAR Subpart 5.2. The U.S. Army Corps of Engineers, Honolulu District hereby announces its intent to issue a solicitation entitled, "FY19 PN 92743 Repair Bucholz Army Airfield, Kwajalein Island, U.S. Army Kwajalein Atoll (USAKA), Republic of the Marshall Islands" as described within this announcement. This project is a design-bid-build solicitation, utilizing Best Value Trade-Off procedures prescribed at FAR Part 15. The Government intends to issue a formal solicitation via an Request for Proposal (RFP) in accordance with FAR Part 15, which will follow this announcement and will take place no sooner than 15 days from the publication of this announcement. Solicitation plans and specifications will be made available for viewing and/or downloading on the Federal Business Opportunities (FedBizOpps) website located at https://www.fbo.gov/ on or about April 8, 2019. It is the Offeror's responsibility to check for any posted changes to the solicitation. The North American Industry Classification Code (NAICS) for this requirement is 237310 (Highway, Street, and Bridge Construction). The small business size standard for this NAICS code is $36,500,000 average annual revenue. The Government intends to award a firm-fixed price construction contract as a result of this solicitation. Project Description: This design-bid-build project is to repair the failed and failing components of Bucholz Army Airfield. The project airfield pavement at Runway, Taxiways A, D & F, Hot Spot Apron, and Operations Apron. This project is in a remote location with a highly corrosive, hot, humid, and salt laden environment. Work also includes repairs potable and non-potable water line systems, lined water catchment systems, and drainage systems, repairs of replacement of airfield pavement markings; repairs airfield lighting systems, repairs by replacement electric vault, repair airfield electrical distribution system including maintenance hole and duct line systems. Airfield repairs will be completed in one single phase, and airfield operations will continue to function without completely shutting down during construction. No HAZMAT is identified as part of this repair project. This project will be incrementally funded. The airfield pavement repairs include both Asphalt (AC) Pavement, and Portland Cement Concrete (PCC) Pavement. The estimated performance of period is 738 calendar days. Project magnitude is $100,000,000 to $250,000,000. A tentative pre-proposal site visit will be conducted by the Government at U.S. Army Kwajalein Atoll (USAKA), Republic of the Marshall Islands on April 17, 2019. The pre-proposal conference will be held on April 17, 2019 at 2:00 p.m. Participants will meet at the Airport Terminal. Individuals attending will need to leave Honolulu International Airport (HNL) on Monday, April 15, 2019 and depart on Kwajalein (KWA) on Friday, April 19, 2019. All plan holders (prime contractors, subcontractors, and suppliers) are urged to attend. Due to limited logistical support, only two representatives from each firm will be allowed to travel for the purposes of attending the pre-proposal site visit. Representatives who plan to attend will need to contact Mr. Raymond Greenheck at Raymond.R.Greenheck@usace.army.mil and Ms. Merbby Nicolas at MerbbyJoyce.N.Nicolas@usace.army.mil by March 26, 2019 and provide a completed 55r and Food and Lodging worksheet by March 28, 2019. Any subcontractors and suppliers attending the pre-proposal site visit will need to indicate who the prime contractor is on the form 55r. It is the Offerors' responsibility to check for any posted changes to the solicitation. Solicitation documents will not be issued on compact disc (CD) unless the Government determines that it is necessary. Offerors must have and/or maintain an active registration with the System for Award Management (SAM) website to be eligible for a Government contract award.
