PRE-SOLICITATION NOTICE LOCK CHAMBER BULKHEAD RECESSES – 110’ STOPLOG SLOT CUTTING NORRELL LOCK AND DAM MCCLELLAN-KERR ARKANSAS RIVER NAVIGATION SYSTEM (MKARNS) U.S. ARMY CORPS OF ENGINEERS (USACE) W9127S21R0005, Lock Chamber Bulkhead Recesses – 110’ Stoplog Slot Cutting, at Norrell Lock and Dam, will be advertised using Full and Open Competition under the North American Industrial Classification System (NAICS) Code 237990, Other Heavy and Civil Engineering Construction. The small business size standard is set at $39,500,000. This solicitation will be issued utilizing FAR Part 15 as a Request for Proposals (RFP). Proposals will be evaluated via the Best Value – Trade Off method and will result in a firm fixed-price construction contract. The Magnitude of Construction is between $5,000,000.00 and $10,000,000.00. The requirement being procured under this solicitation includes concrete demolition, diamond wire concrete cutting, steel fabrication, marine work, confined space work, underwater concrete removal, modification of the dewatering cofferboxes, underwater modification of the miter gate sills, and installation of bulkhead recesses on both the downstream end and the upstream end of the main lock chamber at Norrell Lock and Dam. The contractor shall have experience in working on navigation projects, underwater construction projects and steel fabrication projects. Required Certifications/ Licenses include ACI Flatwork Finisher, SSPC QP 1 and QP 3, and AWS D1.1/D1.1M. Norrell Lock and Dam (Lock and Dam No. 1) is located on the McClellan-Kerr Arkansas River Navigation System at navigation mile 10.3. Norrell Lock and Dam is located near the downstream end of the Arkansas Post Canal, which is the 9-mile long excavated navigation channel connecting the Arkansas River (upstream) to the White River (downstream). The entrance from the Mississippi River, and the first ten miles of the McClellan-Kerr Arkansas River Navigation System (MKARNS), is on the White River. The site of the Norrell Lock and Dam is about 9 miles southeast of Tichnor, Arkansas, in the southeast corner of the state. GPS coordinates are Latitude: 34°01'10"N and Longitude: 91°11'40"W. The nearest lodging and grocery would be in Dewitt, AR (26.6 miles) or Dumas, AR (40.4 miles). There are multiple RV parks in the area with Tree Rivers Lodging and RV being the closest at 3.5 miles upstream. This is an extremely isolated site with limited cell reception. The nearest hardware store is Berry’s true value in Dumas, AR which is 40.8 miles from the work site. Additionally, the lock will be closed to traffic during specific construction activities, this will mean that marine deliveries will be restricted or unavailable for extended periods. W9127S21R0005 will be issued around June 14, 2021, via Government Point of Entry (GPE), www.sam.gov. Amendments to the solicitation will be issued via the GPE as well.
