This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Amendment# 1 issued to update Statement of Work (SOW), include Request for Information (RFI) and extend closing date. Amendment#2 issued to include more Requests for Information(RFI) recieved. RFI is now closed. Closing date remains the same.
