Emergency Dredging for Flood Recovery, McClellan-Kerr Arkansas River Navigation System (MKARNS). North American Industry Classification System (NAICS) Code: 237990 - Other Heavy and Civil Engineering Construction. Class Code: Z2NE - Maintenance of water supply facilities Standard Industrial Classification (SIC) Code: 1629 - Heavy Construction, Not Elsewhere Classified US Small Business Administration Size Standard: $27.5 Million. NOTE: To be considered small for purposes of Government procurement, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern. Small Businesses are reminded under FAR 52.219-14 -- Limitations on Subcontracting; that they will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded for general construction-type procurement. THIS IS A SOURCES SOUGHT ANNOUNCEMENT; A MARKET SURVEY FOR INFORMATION ONLY, TO BE USED FOR PRELIMINARY PLANNING PURPOSES. THIS IS NOT AN INVITATION FOR BIDS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. The US Army Corps of Engineers, Little Rock District, has been tasked to solicit for and award an Indefinite Delivery/Indefinite Quantity (IDIQ) Contract to perform emergency dredging services for the maintenance of the navigation channel and lock approaches made necessary by the recent flooding on the MKARNS in order to re-open the navigation system and return the channel to a fully navigable condition. The Government is seeking qualified, experienced sources capable of performing the work summarized within the Capabilities Survey. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community. Prior Government contract work is not required for submitting a response under this sources sought synopsis. The proposed contract will be a competitive firm-fixed-price contract procured in accordance with FAR 14, Sealed Bidding. Magnitude of construction will be between $5 Million and $10 Million. Period of performance will be not to exceed one (1) year. The type of set-aside decision to be issued will depend upon the responses to this synopsis. Anticipated solicitation issuance date is on or about July 08, 2019 and the anticipated bid opening will be on or about July 17, 2019.
