Pre-solicitation notice W9127S19R0013: This solicitation will be advertised as a Total Small Business Set Aside. The North American Industrial Classification System (NAICS) Code is 237990 (Other Heavy and Civil Engineering Construction). The small business size standard is $36.5 Million. The solicitation is anticipated to be for a firm fixed price construction which consist of Rehabilitation of the Excitation System Retrofit at Dardanelle Dam Power Plant and incidental related work described as follows: Scope of Work Excitation System Retrofit at Dardanelle Dam Power plant, the scope of work for this contract consists of the Contractor furnishing all supervision, engineering, labor, materials, and equipment to replace four (4) existing excitation systems. All work will be in strict accordance with the detailed requirements of this contract. The Contractor is responsible for field verifying existing drawings and creating as-built drawings. The work includes, but is not limited to, the following: a. Design, prepare drawings and data, manufacture, shop test, prepare and load for shipment, and deliver f.o.b destination four complete digital static excitation systems for Dardanelle Power Plant. b. Remove four existing excitation systems and accessories. This includes exciter cubicles, exciter DC cables from exciter to collector rings, AC cables from the switchgear to the excitation transformer, and control room, and control board devices. c. Install, test, commission, and make ready for commercial operation of four new excitation systems at Dardanelle Power Plant, including floor repair and furnishing and installing wire, cable, meters, switches, and all other required appurtenances, and modifying conduits as required. d. Conduct equipment model validation tests and prepare test report suitable for use by North American Electrical Reliability Corporation (NERC) and SERC Reliability Corporation (SERC). The Magnitude of Construction is between $1,000,000 and $5,000,000. Solicitation will be issued as a Request for Proposal (RFP) utilizing FAR Part 15. Proposals will be evaluated utilizing the award will be made based on the best overall (i.e., best value-tradeoff) method. The proposal that is determined to be the most beneficial to the Government, with appropriate consideration given to the three (3) evaluation factors: Technical, Past Performance, and Price. The solicitation will be issued via the Federal Business Opportunities website (www.fbo.gov) with no tentative date for issuance. It is each offeror's responsibility to download the solicitation from the internet website. No paper copies will be provided. Notification of amendments shall be made via the www.fbo.gov website as well. It is therefore the offeror's responsibility to check the www.fbo.gov website daily for any posted changes to the solicitation.
