This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W9127Q-24-R-0015 is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures. This solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2024-05 effective 22 May 2024, and the Defense Federal Acquisition Regulations (DFARS) updated 25 April 2024. The provisions and clauses incorporated into this solicitation are contained within this combined synopsis/solicitation and within all attachments to the same. This requirement is being Set-Aside for a Small Business under NAICS 517111 with a small business size standard of 1500 personnel. Scope of Work: Services, Non-Personal: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, to provide Television Services for a base year and (4) four (12) twelve-month option years at the 154th Regional Training Institute Camp Shelby, MS in accordance with the attached Performance Work Statement. 154th RTI has a requirement for Television Service for 176 TV hook-ups to include: All local channels, FOX News, CNN, and ESPN, removal/replacement of existing equipment if needed. CLIN 0001 BASE YEAR: Television Programming Service Qty: 1 U/I: Job CLIN 1001 OPTION YEAR 1: Television Programming Service Qty: 1 U/I: Job CLIN 2001 OPTION YEAR 2: Television Programming Service Qty: 1 U/I: Job CLIN 3001 OPTION YEAR 3: Television Programming Service Qty: 1 U/I: Job CLIN 4001 OPTION YEAR 4: Television Programming Service Qty: 1 U/I: Job Basis of Award: A contract will be awarded to the responsible offeror whose quote conforms to the solicitation and is the most advantageous to the Government according to FAR Part 12, Acquisition of Commercial Items. Evaluation will be in accordance with FAR 13.106-1. The following factors will be used to evaluate the proposal and given equal consideration: Technical, Price, and Past Performance. To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ. Quotes shall include 1) itemized pricing for each Contract Line-Item Number (CLIN) with a total amount, 2) a detailed description of services being offered identifying how the contractor shall meet requirements of the PWS, and 3) Recent/Relevant Past Performance History: Provide at least three (3) projects, similar in scope, performed within the past 3 years. The offeror may also be evaluated based on other internal Government or private source information (i.e. CPARS, FAPIIS, etc). Note: quotes submitted without detailed description information and/or only restate the government provided specification will not be considered acceptable and shall be removed from further consideration. This notice does not obligate the Government to award the contract; it does not restrict the Government's ultimate approach; nor does it obligate the Government to pay for any quote/proposal preparation costs. Only firm fixed price offers will be evaluated. Camp Shelby South Gate Visitors Center requires a valid driver’s license from all personnel and a background check will take place upon arrival. Further instructions will be provided via email.
