This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W9127Q-22-R-0013 is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures. This solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2022-07 effective August 10, 2022, and the Defense Federal Acquisition Regulation (DFARS) effective June 23, 2022 Publication Notice 20220623. It is the contractors' responsibility to be familiar with applicable clauses and provisions. This requirement is being set-aside for 100% small business and only qualified offerors may submit quotes in accordance with FAR 19.502-2(a): Total small business set-asides. The North American Industrial Classification System Code is 336999 (FSC/PSC 3799) with a size standard of 1000 employees. The contractor shall provide all equipment and delivery of products as described; all equipment shall be commercial grade. Government shall be responsible for set-up & installation. Vendors must submit the Representations and Certifications with their quote only if they differ from, or have not been completed within, their System for Award Management (SAM) profile. Vendors must have an active registration in System for Award Management (SAM) to be eligible for contract award. A purchase order will be awarded to the responsible offeror whose quote conforms to the solicitation and is considered to be the most advantageous to the Government according to FAR Part 12: Acquisition of Commercial Items. To ensure timely and equitable evaluations of quotes, offerors must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ. This notice does not obligate the Government to award the contract: it does not restrict the Government's ultimate approach; nor does it obligate the Government to pay for any quote/proposal preparation costs.
