PERFORMANCE WORK STATEMENT (PWS) 1.0 General: 1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, and quality control necessary to assist with the Yellow Ribbon Event as defined in this PWS. 1.2. Background: The Yellow Ribbon Reintegration Program (YRRP) requires three (3) days of venue availability. Venue will be required on Friday, June 21, 2019 NLT 12:00- 5:30pm through Sunday, June 23, 2019 from 6:00am - 5:30pm. The Yellow Ribbon Reintegration Program (YRRP) requires two (2) days of food services. Food will be required on Saturday, June 22, 2019 from 7:00am - 6:00pm and Sunday, June 23, 2019, from 7:00am -6:00pm. 1.3 Requirements: Venue should be located in north Mississippi area. YRRP will be required to setup on Friday, June 21, 2019 NLT 12:00pm. The venue space will be used for a Yellow Ribbon event for the Mississippi National Guard. • Rooms: YRRP will be requiring a total of five (5) rooms (one (1) general session, one (1) job fair room, four (4) child care, one (1) providers and one (1) dining). • Child Care Rooms: YRRP will need three (3) eight foot tables in all childcare rooms. • General Session: YRRP will need six hundred (600) chairs • Provider Area: YRRP will need twenty-five (25), eight (8) foot skirted tables with two (2) chairs per table in the function lobby for providers to set up and twenty (20) with two (2) chairs in Job fair area. • Dining Room: Lunch buffet will require enough tables and chairs to seat five hundred (500) adults. • Food: YRRP requires two (2) Entrée lunch buffets for five hundred (500) adults and twenty-five (25) Kid's lunches. • Saturday, June 22, 2019 to include: ? Adult Lunch: Salad, 2 choices of meats, 2 Vegetables, 1 Starch Salad, 1 Dessert, Ice Tea (sweet and unsweet) and Water. Kid's Lunch to include: Entree, Starch, Fresh Fruit, 1 Dessert, Juice and Water. • Sunday, June 23, 2019 to include: ? Adult Lunch: Salad, 2 choices of meats, 2 Vegetables, 1 Dessert, Ice Tea (Sweet and Unsweet) and Water. Kid's lunch to include: Entree, Starch, Fresh Fruits, Dessert, Juice and water. • Snacks: YR requires twenty five (25) Kid's snacks on: • Saturday, June 22, 2019 to include: Starch, Fruit and Juice • Sunday, June 23, 2019 to include: Starch, Fruit and Juice. • Coffee Service and Water Services: Morning coffee and water services will be provided between the hours of 6:30a.m. - Until we have reached our contracted gallon amount one hundred (100) gallons on Saturday, June 22, 2019 and Sunday, June 23, 2019 1.4. Audio and Visual: YRRP will require Audio/Visual Tech support. We will need five (5) screens and projectors, one (1) laptop, one (1) microphone with standing podium(s), one (1) wireless hand microphone, one (1) A/V Technician and one (1) Blu-Ray Player. We will also need an AV Cart in all briefing and breakout rooms. Main briefing room will require a dress kit around the screen. Wireless internet will need to be provided in briefing and breakout rooms. 1.4.1 Wi-Fi /Hardline Connections: YRRP requires an open Wi-Fi connection and hardline for registration station, Childcare rooms, Breakout room and General Session room. Disclaimer: If security is needed, the venue will provide adequate personal for the allotted time. 1.5 Period of Performance (PoP): Setup will need to begin on Friday, June 21, 2019 NLT 12:00pm. The conference will be held on Saturday, June 22, 2019 from 6:00am - 5:30 pm and Sunday, June 23, 2019 from 6:00am - 5:30pm. 1.3 General Information: 1.3.1 Quality Assurance (QA): The Government shall evaluate the contractor's performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and acceptable quality level(s) defect rate(s). 1.3.2 Place and Performance of Services: The contractor shall provide services from 12:00pm, Friday, June 21, 2019 through Sunday, June 23, 2019 at 5:30pm, The contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS. 1.4 Required Information 1.4.1. Combating Trafficking in Persons: The United States Government has adopted a zero tolerance policy regarding trafficking in persons. Contractors and contractor employees shall not engage in severe forms of trafficking in persons during the period of performance of the contract, procure commercial sex acts during the period of performance of the contract, or use forced labor in the performance of the contract. The Contractor shall notify its employees of the United States Government's zero tolerance policy and the actions that will be taken against employees for violations of this policy. Such actions may include, but are not limited to, removal from the contract, reduction in benefits, or termination of employment. The Contractor shall take appropriate action, up to and including termination, against employees or subcontractors that violate the US Government policy as described in FAR 22.17. 1.4.2 CONTRACTOR MANPOWER REPORTING (eCMRA). The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract Yellow Ribbon Food and Venue Service via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: https://armycmra.dmdc.osd.mil Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1st through September 30th. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime. 2.1.2 QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards. 2.1.3 QUALITY ASSURANCE SURVEILLANCE PLAN (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance. 17 (Ver. Jun 2014) 2.1.4 QUALITY CONTROL. All necessary measure taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements. 2.1.5 CONTRACTOR. One that enters into a contract with a prime contractor.
