Presolicitation Notice W9127Q-21-B-0001 Construction of Small Arms Range, Project # LRXQ159097 for MS ANG 172nd Airlift Wing located in Flowood, in Mississippi Document: Presolicitation Notice for Construction of Small Arms Range, #LRXQ159097 Classification Code Y1JZ—Construction of Miscellaneous Buildings Set Aside: 100% Total Small Business Set Aside NAICS Code: 236220- Commercial and Institutional Building Construction The USPFO of Mississippi intends to issue an Invitation for Bid (IFB) to award a single firm fixed-price contract to construct a Small Arms Range, Project #LRXQ159097 for Mississippi Air National Guard, 172nd Air Lift Wing base in Flowood, MS. This building will. The base bid of this project includes the complete construction of a new indoor small arms range facility, to be designated as the Combat Arms Training and Maintenance (CATM) Facility. Construction shall include, but not limited to site development, foundations, structural framing, doors, windows as well as all interior finishes and all HVAC, electrical, fire protection and plumbing systems as shown in the attached plans and specifications. All work shall be IAW the provided drawings and specifications provided with the forth-coming solicitation. There will be three options to include: Stall System Target Retrieval System Screw Conveyor System The contract duration is 365 days after NTP to include inspection and punch list.. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $39,500,000.00. The magnitude is between $5,000,000 and $10,000,000 IAW FAR 36.204(f). This project is fully funded. Your attention is directed to FAR Clause 52.219-14(e)(3) (DEVIATION 2020-O0008), LIMITATIONS ON SUBCONTRACTING, which states “By submission of an offer and execution of a contract, the Offeror /Contractor agrees in performance of the contract in the case of a contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded”. The tentative date for issuing the solicitation is on-or-about Thursday, 29 July 2021. The tentative date for the pre-bid conference, with site visit to follow, is on-or-about Monday, 02 August 2021; 10:00 PM Central Standard Time (CST), Details, date, time, location and attendance requirements will be in solicitation. Interested contractors are encouraged to attend and shall follow base access requirements shown in the solicitation. The solicitation closing date is scheduled for on or about 30 August 2021.
