COMBINED SYNOPSIS-SOLICITATION – GENERAL RFQ SB 100% Set-Aside Document Type: Pre-solicitation Notice Set Aside: 100% Small Business NAICS Code: 238220 - Plumbing, Heating, and Air-Conditioning Contractors The USPFO for Virgin Islands intends to issue a Request for Quote to award a single firm fixed- price contract for removal and disposal of a 130-gallon propane water heater; and installation of a new 130-gallon electric water heater within the 210th Regional Training Institute (RTI) facility located at the Virgin Islands National Guard Compound, Estate Bethlehem, Frederiksted St. Croix, VI. The period of performance shall be 60 calendar days (one months) from notice to proceed (NTP). The NTP shall be awarded no later than 10 days of contract award upon fulfilling requirements to receive the NTP. This action is set aside 100% for Small Business and the North American Industry Classification (NAICS) Code is 238220 - Plumbing, Heating, and Air-Conditioning Contractors, with a business size standard of $19 million. Your attention is directed to FAR Clause 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states “By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees”.
